Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision‑making support. Role Responsibilities Ready to shape the future of financial planning for Alberta? Join the Ministry of Affordability and Utilities as our Manager, Financial Planning—a pivotal role where strategy meets impact. The ministry was created in October 2022, being the first ‘completely new’ ministry created in fifteen years. You’ll shape an organization still in development and directly contribute to making Alberta a better place. Although Affordability and Utilities is one of the smallest ministries, we’re the fourth most financially complex, providing interesting financial puzzles for you to solve. You’ll play a key role in a comprehensive range of financial planning activities for the ministry, including leading a dynamic team, drive budgeting and forecasting for complex programs, and influence decisions that matter to Albertans. As the successful candidate, you must possess strong communication and leadership skills, and the ability to develop professional staff and to establish positive working relationships with other entities. You’ll represent the department in cross‑government committees and working groups, with the aim of ensuring financial accountability and effective use of resources. Lead Budget Development and Quarterly Fiscal Updates: Coordinate the compilation and consolidation of the Ministry’s annual budget and quarterly fiscal update submissions to Treasury Board, including required documents and forms. Prepare Executive Briefings: Preparation of briefing material for executive and the Minister to support presentations to the Cabinet Policy Committee (CPC), Public Accounts, Committee of Supply, Treasury Board and Finance, and the Public. Coordinate annual Internal Budget Allocations: Oversee construction of branch‑level budgets based on requests and management decisions. Act as Treasury Board Liaison: Serve as the primary contact for resolving budgetary and forecast issues with Treasury Board Secretariat. Review Budget Processes: Conduct annual reviews and updates of departmental budgeting and forecasting procedures. Review and adjust internal budget structures and forecasting processes annually. Creative Problem Solving – The position is required to take a leadership role for departmental financial Planning decisions and leading Budget development. This requires working with multiple Program Areas and two external entities to develop financial statements. Agility – The position will focus on achieving goals, for instance delivering financial information to Treasury Board Secretariat within a prescribed time frame. Systems Thinking – This position requires a strong understanding of how planning decisions impact the annual budget and then flow into the presentation of financial information the GoA financial statements, and how budgeting and forecasting requirements for different business areas impact the ministry's ability to achieve business outcomes. Qualifications Required: A University degree in Commerce, Business, Accounting or related field such as Business plus a minimum of four years related experience. Related experience or education may be considered as an equivalency on a one for one basis. Assets: A Canadian accounting designation - Chartered Professional Accountant (CPA) is an asset. Experience with government ERP systems (e.g., 1GX/SAP, or Oracle, etc.) or other government financial platforms. Experience with GoA’s central budgeting system (e.g., FATS) or similar government financial platforms. Knowledge and experience in Microsoft Office - Word, Excel, and PowerPoint. Advanced skills in financial modeling, forecasting and data analytics. Familiarity with business intelligence tools such as Power BI or Tableau. Experience in a public sector or government environment. Proven ability to lead cross-functional teams and manage change initiatives. Strong presentation and communication skills for executive‑level briefings.
