An integral part of this role will be to direct homelessness initiatives, including City and community non-profit operated shelter, 24-hour respite, 24-hour and street outreach services, including case management services, and centralized intakes, as we focus on the stability of the sector and implementing a performance-based housing outcome-focused shelter and outreach system. The Outreach and Access section delivers, coordinates, and oversees an integrated system of direct services for individuals and communities impacted by homelessness.Reporting to the General Manager of Toronto Shelter and Support Services Division, the Director, Homelessness Initiatives and Prevention (Outreach and Access) is accountable for the oversight of service system management of a shared shelter system that has experienced unprecedented demand, providing over 9,000 shelter beds. In this role, you will provide executive leadership oversight and strategic decision-making, and direction on the City’s encampment response. Ensuring a successful coordinated, multi-sectoral approach to supporting individuals experiencing homelessness with complex needs, in collaboration with other relevant City Divisions, health care partners and community partners.Toronto Shelter and Support Services is committed to working with Indigenous partners and communities towards reconciliation, supporting Black staff and clients and working within the principles of Equity, Diversity, and Inclusion to support diverse communities.Strategic orientation, continuous improvement and changeLead the continuous improvement of the Division's performance through analysis and the development and implementation of sound management practices and procedures, and by providing staff with the direction, guidance, processes and tools they need to increase efficiencies and improve effectivenessLead and oversee a complex and robust service system, including outreach, shelter and support services to people experiencing homelessness and contract management for purchase of service programs.Develop and monitor an operating budget of over $50 million and ensure the effective, efficient use of City funding and City accountability for funding from provincial and federal governments through proactive negotiations and financial and program reportingPartner with other sections in the Division, all levels of government, community agencies and partners, City and external stakeholders to ensure integrated, client-focused housing services to address homelessness.Build, lead and motivate a diverse union and non-union workforce of approximately 500 staff within a 24/7/365 operation.
