The Workers Compensation Board of Manitoba (WCB) is a cornerstone institution with over a century of service, dedicated to promoting the health, safety, and financial security of workers across the province. WCB provides crucial support to workers who are injured or become ill due to their employment. Funded by employer premiums, WCB is committed to maintaining a fair, trusted and efficient system that benefits both employers and workers. The WCB derives its authority from The Workers Compensation Act and policies approved by the Board of Directors.

To lead the organization into its next phase of service and operational excellence, WCB is seeking a relationship focused, strategic President & CEO.

As the next President & CEO, you will have the unique opportunity to make a significant impact on the lives of working Manitobans. You will lead a collaborative effort to build upon, expand and enhance relations and partnerships with key stakeholders in a committed effort to promote a culture of workplace safety, with an accompanying responsibility to timely medical care, safe return to work and financial compensation in the event of a workplace injury or illness. You will lead a financially and operationally sound, mission-driven organization understanding of the impact and importance of its mission, vision and values.

Reporting to a dedicated, 10-member board, you will be accountable for guiding the overall strategic direction, vision, and operational efficiency of the organization. This role involves setting comprehensive strategies for performance and growth, while ensuring that WCB lives by its mission, values and long-term goals. Additionally, you will oversee the development and execution of initiatives to enhance organizational culture, stakeholder engagement, and transformational processes, while also managing resources effectively and maintaining a vigilant focus on security and risk management.

In this critical role, you will foster an environment of cooperation and trust, being a skilled communicator who encourages open and respectful dialogue across all levels of the organization with both internal and external stakeholders. You will value integrity and principled leadership, demonstrated through honesty, transparency, and strong values.

Position Overview:
Stakeholder and Community Relations

  • Stakeholder Engagement: Build and maintain strong relationships with stakeholders, ensuring that their voices are heard and valued. Examples of stakeholders are the
, Manitoba Employers' Council (MEC), , , government, and numerous others. * Community and Partnership Building: Nurture and create relationships with stakeholders delivering workplace safety and education programs, advancing a workplace safety culture and related programs supporting the WCB's mission and values, respecting these partnerships as essential investments in community and WCB success.
  • Public and Government Relations: Navigate the political landscape effectively, working closely with government and regulatory bodies. Advocate for WCB's interests and work together on legislative reviews and policy developments.
Board Relations and Reporting
  • Board Collaboration: Work with the Board Chair and Board of Directors to develop strategic goals, and initiatives that respond to identified needs, providing valuable advice and assistance.
  • Facilitate Board Decision-Making: Working with the senior management team, prepare and present formal documentation, including reports and briefing materials to support the Board, ensuring it is well-informed of progress and risks.
  • Communication: Working with the senior management team, ensure effective formal communication and the appropriate dissemination of information.
Strategic and Operational Leadership
  • People Leadership: Build and sustain a cohesive, senior management team committed to the organization's best interests. Promote a culture of collaboration, inclusivity, and shared purpose within WCB and among its stakeholders.
  • Strategic Leadership: Lead the implementation of the vision, strategic directions, goals, and objectives of the organization, ensuring alignment with the Board's strategic goals, values and policies.
  • Organizational Leadership: Navigate and lead organizational change initiatives, developing and implementing effective communication strategies, driving transformative and cultural change, while safeguarding the integrity and safety of systems and data.
  • Modernization: Lead and oversee a digital transformation initiative, ensuring that WCB's systems are up-to-date, secure, and efficient. Embrace emerging technologies to enhance organizational effectiveness.
Business and Financial Performance
  • Risk Management: Balance risk management with decisive leadership. Make informed decisions that protect the organization while advancing its mission.
  • Financial and Performance Management: Develop short and long-term capital and operating budgets and monitor performance against them. Ensure regular reviews of performance against organizational goals.
  • Innovative Product and Service Development: Develop innovative and renewed product and service offerings based on the needs of workers and employers. Establish a service delivery model and processes that achieve financial and customer service goals.
  • Operational Planning and Execution: Lead the development of annual divisional and functional operational plans aligned with the strategic plan.
Ideal Experience and Background:
  • Board Experience: Demonstrated experience working with a Board of Directors, in an official reporting capacity.
  • Leadership: A proven track record of building cohesive, effective teams and partnerships internally and externally in a complex, dynamic stakeholder environment.
  • Community Representation: Able ambassador for WCB in the community, embodying the organization's values and mission.
  • Public and Private Sector: Experience working within both public and private sectors; strong understanding of public sector dynamics; demonstrated political acumen.
  • Unionized Environments: Demonstrated ability to build and maintain strong working relationships within a unionized environment.
  • Project Leadership: A track record of successfully leading organization-wide projects and change-management.
  • Technological Awareness: Awareness and knowledge of current and emerging technologies affecting organizations. Experience in overseeing significant digital transformations is highly desirable.
