Posting Number: PN-25-27 Job Type: Permanent Full-time, Non-Union Salary Range: $87,358.75 to $117,059.85 per year Application Deadline: Thursday, November 20, 2025 at 11:59 pm The Opportunity Reporting to the Manager of Organization Development and Employee Experience, the Learning and Organization Development Partner is responsible for consulting and collaborating with a broad range of stakeholders working as an integral part of an integrated human resources team to provide solutions that respond to the organizational needs and builds capacity at an organization, leader and/or team level. Responsibilities will be in the design, development, delivery and evaluation of programs and services that support and build individual, team, and organization effectiveness. This position will support and lead the strategies for optimizing the employee experience, engagement, leadership development, learning culture, change initiatives, and organization effectiveness in alignment with the organization's strategic priorities. Education Three (3) year University Degree in Arts, Social Sciences, Business, Human Resources, Industrial Relations, Organization Effectiveness, or related discipline AND a One (1) year College Certificate in Human Resources, Organization Development, or related discipline OR Four (4) year University Degree in Arts, Social Sciences, Business, Human Resources, Industrial Relations, Organization Effectiveness, or related discipline Completion of Certified Human Resources Leader (CHRL) Designation from the Human Resources Professional Association (HRPA) Completion of certifications and applied practice in one or more of the following: adult training, change management, project management, organization development, facilitation, coaching, talent management and/or leadership development Don’t meet the credentials as outlined but have years of directly related experience? Further information is available at www.barrie.ca/government-news/jobs Position Equivalency Code: F Experience Five (5) years of experience performing duties related to the above mentioned major responsibilities Progressive experience in organization development including needs assessment and gap analysis, strategic planning, succession planning, performance management, metrics and analysis, and change management strategies. Demonstrated experience working with leaders at all levels of an organization. Demonstrated experience working on corporate level projects or initiatives with the ability to contribute a broad perspective, ensuring stakeholder engagement while carefully ensuring project completion and review. Other Important Information Location: City Hall, 70 Collier Street, Barrie, Ontario *Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements. Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
