Position Summary Reporting to the Executive Director of Finance & Corporate Services, the Senior Procurement Analyst is responsible for managing and overseeing the procurement lifecycle of goods and services for CoRE. This includes sourcing, contract management, governance support, and compliance with all applicable trade agreements, government legislation, and CoRE policies. The Senior Procurement Analyst works collaboratively across the organization to deliver fair, transparent, and value‑driven procurement outcomes that support CoRE’s mission to advance excellence, accountability, and innovation in Alberta’s recovery system of care. The position provides expert advice to staff, policy oversight, and leads process improvements that enhance efficiency and accountability in procurement and contracting while ensuring all procurement activities align with CoRE’s values, government and CoRE policies, and industry best practices. Responsibilities 1. Procurement, Contract Management and Review Support Lead and manage the full procurement lifecycle, including Limited Solicitation, Request for Information (RFIs), Requests for Proposal (RFPs), Request for Quotes (RFQs), Statements of Work (SOWs), Pre‑Qualified Resources (PQRs), evaluation plans, and requisitions for goods and services, ensuring fairness, transparency, and compliance with CoRE, and when applicable Government of Alberta (GoA), policies and templates. Collaborate with internal teams to define operational and project procurement requirements, timelines, and criteria, including developing solicitation documents, and establish clear evaluation criteria. Coordinate selection and evaluation and prepare recommendations for procurement and contract awards while ensuring risk mitigation and alignment with organizational priorities. Track and monitor procurement activities and contracts to ensure adherence to budgets, timelines, and reporting requirements. Maintain contracts including monitoring contract usage, obtaining usage information, analyze usage trends and implement contract renewals with no lapses. Provide expert advice and assistance to CoRE staff and management throughout the procurement and contracting cycle, this may include preparing executive summaries and reports on procurement status, contracting issues, risks, and recommendations. Support and advise CoRE’s Contract Review Committee (CRC) processes by preparing and/or reviewing procurement and contracting documentation for completeness, compliance and risk. Provide a challenge function for higher‑risk contracts and offer guidance to internal teams to address identified issues. Maintain records of CRC review and approval decisions and ensure follow‑up actions items are completed. 2. Governance, Compliance, and Oversight Maintain, update, and improve CoRE’s procurement and contracting policies and procedures, ensuring alignment with applicable GoA directives, and organizational goals. Identify and implement process gaps or risks and recommend improvements to enhance efficiency, compliance, accountability, and fairness. Maintain and optimize internal procurement systems, tools, templates and forms. Develop and maintain a procurement internal SharePoint site. Prepare accurate and timely reports including financial, regulatory and trade agreement reporting. Prepare responses to the Office of the Auditor General of Alberta and other bodies for procurement and contracting enquiries. Respond to external inquiries related to procurement, contracts, and financial reporting obligations. 3. CoRE Priorities Advancement Participate and actively contribute towards the set‑up and use of CoRE’s ERP and Procurement systems, including related tools. Advise teams on best practices for system use, review data for accuracy, and optimize system functionality and use. Lead training, mentoring, and advisory support for CoRE staff and leaders on procurement and contracting best practices, processes, and policy compliance to strengthen organizational capability. Other duties as assigned. Education and Experience Post‑secondary education in Supply Chain Management, or a related Business or Commerce field, is required. Professional certifications such as SCMP (Supply Chain Management Professional), PSPP (Public Sector Procurement Program), or CPPB (Certified Professional Public Buyer) are preferred. Minimum 7–10 years of progressive experience in procurement, contract management, and/or supply chain management, preferably within the GoA public sector or broader public sector, is preferred. Experience with government procurement frameworks, and public accountability requirements is an asset. Knowledge, Skills, and Abilities Expertise in GoA public‑sector procurement, contract management, and risk mitigation requirements, including knowledge of GoA and Canadian trade agreements, and contracting legislation is strongly desired. Excellent communication, collaboration, and relationship‑building skills. Highly organized, detail‑oriented, and capable of managing multiple priorities in a fast‑paced environment. Proficiency in ERP systems and Microsoft Excel (pivot tables, formulas, macros). Proven experience in policy development, process improvement, reporting, and system optimization. Strong analytical, negotiation, and problem‑solving skills, with a proactive and solution‑focused mindset. Ability to proactively identify issues and influence teams to achieve positive outcomes.
