Put your future in motionResponsibilitiesPRIMARY PURPOSEProvides a wide range of Talent Development (TD) programs and services for the TransLink enterprise, including such areas as leadership development, succession planning, coaching, mentorship, employee engagement survey and listening programs, employee and team development, and psychometric assessments. Delivers advice and analytical support to all levels of the business across the enterprise.

Provides technical guidance to TD support staff. KEY ACCOUNTABILITIESConducts enterprise needs analysis processes to identify talent development requirements, document findings, and make recommendations to the Senior Talent Development Advisor, Sr. Manager, P&C Leadership and client groups which include enterprise people leaders and senior leaders. Provides specialized advice on development and implementation of enterprise Talent Development programs in accordance with approved plans, overseeing consultants as required.

Also monitors and assesses existing program effectiveness, identifying opportunities for enhancement. Leads and supports programs and/or projects through all phases including: identifying opportunities, providing advice and consultation, managing change, developing communications, overseeing design and implementation, conducting analysis, summarizing findings, delivering recommendations, and ensuring long‑term sustainment. Departmental portfolio includes but not limited to: employee engagement surveys and listening programs, leadership programs, succession planning, individual and team development, and other people and culture programs. Oversees consultants as required.

Participates in P&C initiatives, such as those related to culture change, performance and development planning, team building, and workforce planning. Assists in developing methods and tools, analyzing data, and identifying trends and risks. Researches and analyzes best practice, trends and methods; develops and maintains a clear understanding of TransLink’s strategic and operational priorities, including the climate and culture; provides related recommendations in support of program development activities. Also provides input to development of policies, practices and processes for TD programs and services.

Provides input into the development of departmental goals and plans, and makes recommendations related to departmental initiatives. Liaises with other People & Culture departments, government agencies and peers in the industry to remain current in the application of organizational development best practices. Provides technical guidance to TD support staff. QualificationsEDUCATION AND EXPERIENCE:The requirements for this job are typically acquired through a degree in human resources, psychology or organizational behavior, and four years of related experience.

A masters, PROSCI certification, Clifton Strengths certification and/or executive coaching certification are assets.

Other requirements

Solid knowledge of the theories, principles, practices and techniques pertaining to the organization development field, with emphasis on leadership, change management and employee development, including ability in leadership development, executive coaching, succession planning, and employee engagement, and related statistical analysis. Solid interpersonal and communication skills to facilitate needs analysis processes, collaborate with others on program development, and to provide advice and consultation to management and staff. Solid skills in coaching, mentorship and culture change. Solid research and analytical skills to keep relevant with best practice/trend research and other program‑related analysis.

Solid problem solving and decision‑making skills to deal with obstacles during program development and implementation. Solid understanding of management in a unionized workplace. Work Schedule37.5 hours per week. Work DesignationHybridThis position offers the flexibility of working both on‑site and remotely within B. C. Rate of PayThe salary for this position ranges from $82,400 - $123,600 per annum.

Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. We aim to provide competitive pay that reflects your professional background and expertise.
