This role is responsible to prepare accurate information for the various statutory reporting requirements including quarterly and annual reporting to the Province of BC and the Board of Governors and annual filings to the CRA and the IRS. This position is primarily responsible for the accurate and timely reporting of UBC’s financial instruments including endowment and operating investments, debt instruments and various lending arrangements. This position plays a significant role in supporting the Associate Director, Financial Reporting as well as supporting other finance managers in providing expert analysis and presentation support for Executive and Government reporting.ORGANIZATIONAL STATUSThe Financial Analyst reports to the Manager, Financial Analysis and supports the finance managers for Endowment and General Accounting. Work is done in collaboration with the Board of Governors, Comptroller, Assistant Comptroller, Budget and Planning Office, Internal Audit, external customers and agencies including, provincial government, IRS and external auditors.WORK PERFORMEDDevelops and prepares the schedules that accurately reports the various sources of investment income between endowment, operating and various lending arrangements; including the fair value adjustments at balance sheet dates. These schedules are prepared with a high level of detail and accuracy to support various statutory requirements prepared under Canadian and USGAAP.Develops and prepares reports to support the fair value disclosure across all categories of financial instruments in accordance with multiple GAAP’s including improving the collection of the appropriate information on a timely basis.Develops and prepares reports to analyze the movements in restricted and unrestricted endowment funds according to deferral accounting under PSAS to support statutory and Board reporting with particular emphasis of the statement of cash flows.Assists with the preparation of accounting interpretations and documentation of financial instruments in accordance with Public Sector Accounting Standards (PSAS) and USGAAP.Prepares payments and reconciliations for sinking funds and long-term debt ($0.4b) and related quarterly and annual reporting.Preparation of other statutory filings (CRA and IRS) as well as related party disclosures for annual filing with the province.Updates financial reporting general accounting procedures in alignment with UBC’s policies and financial system.Provides insight into significant financial risks and makes practical recommendations to reduce risk, improve operational performance and increase management confidence.Supports the Financial Reporting Team members during period/year end process by preparing journal entries, analyzing accounts and trends to provide background information for the period end and year end closing process.Assists in the preparation of year-end working papers for the external auditors relating to financial instruments as required.In keeping with UBC financial procedures and standards, provides backup and support to the Financial Reporting Team to maintain accounting functions, and to meet periodic, year-end reporting and other requirements, including the financial, statistical, and regulatory reporting at fiscal period ends to both internal and external users.Inputs data into the accounting systems. Maintains and updates relevant database(s) by tracking, verifying, and inputting invoices and other commitments.Develops and utilizes processes and methods for the auditing and quality control of operational data. Develops efficiencies to increase the effectiveness of reporting and identifies ways to consolidate data.Performs other related duties as required.CONSEQUENCE OF ERRORThe Financial Analyst exercises considerable judgment in advising management on analyses, reconciliations and reporting matters and financial policies related to PSAS and USGAAP. Errors in judgment could cause financial hardship or missed opportunities for effective delivery of reporting to the province and Board of Governors and could severely compromise the University's ability to achieve their goals. The complex functions of Endowment and General Accounting, including understanding USGAAP increase the complexity of this role. Failure to provide sound financial analysis on policy with timely and accurate financial information could seriously interfere in UBC decision-making.SUPERVISION RECEIVEDThe Financial Analyst works independently under broad directives from the Associate Director, Financial Reporting as well as from the finance managers for Endowment and General Accounting.
