This role is based at the Rossdale Watermark Building, located on the Treatment Plant site in Edmonton.Lead the Future of Project ControlsAs Manager, Project Controls, you’ll drive the strategy and delivery of project control functions across EWS. You’ll lead process design, tool implementation, and team development to support Project Managers in delivering successful capital projects and programs.Your responsibilities will span estimating, scheduling, cost and risk management, and performance analysis assuring data-driven decisions across the portfolio. You’ll also oversee the building and maintenance of key systems such as WBS/CBS frameworks, integrated master schedules, estimating and risk databases, and intuitive dashboards that bring clarity to project performance.We welcome applications from both internal and external candidates.Current EPCOR employees: Please apply using your “@epcor.com” email address to ensure your application is properly captured.What You’ll Be Responsible ForAs Manager, Project Controls, you’ll report to the Senior Manager, PMO and lead a team focused on delivering high-quality project control services across EPCOR’s EWS portfolio. You’ll drive planning, execution, and continuous improvement in estimating, scheduling, cost control, and risk management.Key Areas of Accountability :Strategic Planning & ExecutionContribute to the PMO’s annual operational plan, setting clear priorities and anticipating delivery challenges.Align team goals with EPCOR’s project management strategy and ensure resources and budgets are in place to meet targets.Adapt to shifting priorities and remove barriers to successful execution.Operational ExcellenceChampion consistent use of project control processes, tools, and standards.Identify and implement improvements that enhance efficiency and value.Lead change management for new systems and methodologies.Build and lead a high-performing team through recruitment, development, and retention.Set clear performance objectives and hold team members accountable.Foster a culture of learning, collaboration, and knowledge sharing.Stakeholder EngagementCollaborate across departments to resolve issues and identify opportunities.Maintain strong relationships with internal stakeholders and ensure alignment between Project Controls and other EWS functions.Represent EWS in organizational project management communities of practice.Project Controls DeliveryOversee all aspects of project controls including estimating, scheduling, cost forecasting, and risk management.Ensure timely and accurate tracking of project performance metrics.Provide expert guidance to Project Managers on baseline development, change control, and risk mitigation.Lead scenario planning and advanced analysis to support decision-making.Performance & MetricsDevelop KPIs that support project and portfolio decision-making.Ensure project data is accurate, accessible, and actionable.Create dashboards that clearly communicate performance and support strategic decisions.Cross-Functional CollaborationWork closely with PMO colleagues and other business units to ensure consistent application of tools and processes.Liaise with teams such as Finance, IT, HSE, and SCM to support integrated project delivery.What’s Required to Be SuccessfulEducation & CertificationsBachelor’s degree in Engineering , Construction Management, or a related field.Professional Engineer (P.Eng.) designation with APEGA is an asset.Project Management Professional (PMP) or other PMI certifications are considered assets.Certifications in Cost Engineering (AACE), Project Controls (CCP/PSP), or related disciplines are also beneficial.ExperienceMinimum 8 years of progressive experience in project, program, and portfolio management, with a strong focus on project controls.At least 3 years of experience leading and coaching multidisciplinary teams.Proven experience with large, complex infrastructure projects in a leadership capacity.Background in engineering design and construction; experience in water and wastewater systems is an asset.Demonstrated success in process improvement initiatives.Hands‑on experience in developing cost estimates, budgets, forecasts, risk management plans, and project schedules.Technical ExpertiseDeep understanding of project delivery methodologies and industry best practices.Strong knowledge of all phases of project management—from initiation to close‑out.Expertise in project controls including estimating, scheduling, forecasting, risk and issue management, and performance measurement.Proficiency in Microsoft Office Suite (Word, Excel, Access, Project, Visio, SharePoint, Outlook).Skilled in project controls tools such as Oracle, MS Project, Primavera, B2W, Power BI, and other cost/schedule tracking systems.Familiarity with data governance, digital integration, and analytics visualization principles.Experience with Power Query, Power Pivot, Power View, and dashboard development is an asset.Leadership & Interpersonal SkillsStrong ability to lead change and manage its impacts.Demonstrated capability to motivate, coach, delegate, and hold teams accountable.Excellent communication skills—both verbal and written.Strong interpersonal and collaboration skills across functions and levels.High attention to detail, critical thinking, and analytical skills.Ability to plan effectively and deliver accurate, high-quality information to support decision-making.Other important facts about this jobThis is a professional-level position with a standard schedule of 40 hours per week, typically Monday to Friday.A requirement of working for EPCOR is that you are at least 18 years of age, successfully attained a high school diploma (GED, or equivalent level of secondary education) and legally entitled to work in Canada. (A copy of a valid work permit may be required.)If you are considered for the position, clearance on all applicable background checks (which may include criminal, identity, educational, and/or credit) and professional reference checks is required. Some EPCOR positions require an enhanced level of background assessment, which is dictated by law.
