Manager, People & Culture Services – City of North Vancouver Position Overview The City of North Vancouver is the urban core of the beautiful North Shore and has a long-term vision to be “The Healthiest Small City in the World.” The People and Culture department is committed to creating a positive workplace and a collaborative, innovative, and inclusive culture that aligns with the City’s values and mission. The Manager, People & Culture Services will lead a team of People & Culture Business Partners and a Coordinator, delivering comprehensive human resources generalist services through a client group–based model. The role is responsible for ensuring People & Culture services are proactive, integrated, and consultative, supporting organizational effectiveness, employee experience, and the City’s vision, values, and strategic priorities. Responsibilities Reporting to the Director, People & Culture, the Manager will: Provide strategic and operational leadership to the People & Culture team. Ensure services are delivered in a proactive, integrated, and consultative manner. Foster strong partnerships with people leaders across the City, enabling people‑centred solutions that balance operational needs, legislative compliance, and long‑term workforce sustainability. Act as a trusted advisor and leader in a public sector and unionised environment. Preferred Candidate Strong knowledge of HR generalist practices (disability case management, labour relations, talent acquisition, employment legislation, and collective agreement administration). Demonstrated ability to lead through influence and build effective partnerships with senior leaders and diverse stakeholders. Proven people leadership skills, including coaching, performance management, and team development. Strategic thinking with the ability to translate organisational priorities into practical people solutions. Excellent communication, problem‑solving, and conflict‑resolution skills. Commitment to equity, diversity, inclusion, accessibility and reconciliation in the workplace. Requirements The ideal candidate has a university degree in human resources, leadership, organisational psychology, change management, or a related field, or an equivalent combination of education and experience. Experience in organisational design and development, continuous improvement and change management, and project and program delivery is required. A CPHR designation is preferred. All applicants will be required to provide a current Police Information Check (PIC). Compensation & Hours Salary: $119,964.00 – $141,132.00 (2024 rates – subject to review).
