Job Description

The House of Commons’ Finance Services is currently looking to staff the Director, Financial Planning and Analysis position. This recruitment and selection process is open to employees of the House of Commons Administration.

The House of Commons Finance Services provides a range of financial advice, support and services to the House Administration as well as to Members and their employees in several areas, including:

  1. Financial planning
  2. Resource management and analysis
  3. Policy development and interpretation
  4. Internal controls and costing
  5. Contracting and procurement
  6. Asset management
  7. Accounting
  8. Reporting
  9. Financial systems

The Director, Financial Planning and Analysis is accountable for directing and managing the House of Commons financial planning function including the development of strategies and processes focused on results and prudent resource utilization by the House Administration and Members of Parliament. There is a responsibility for providing strategic leadership to the implementation of the new House vision on strategic planning, particularly in regard to improved integration of financial, human resources and investment planning to better support clients in achieving their business outcomes and to support key House strategies and priorities. The incumbent is accountable for transitioning financial planning service delivery to a more strategic business partner relationship model, with greater accountability for success in achieving corporate/service area goals and priorities by developing client outreach and awareness strategies to promote alignment of clients’ financial management practices to the corporate financial management vision and direction. The position provides expert advice in regard to the integration of the House’s investment and strategic planning including all major investments relating to Long Term Vision Plan (LTVP) projects and new initiatives. The incumbent is responsible for the formulation and recommendation to the Chief Financial Officer (CFO) of funding strategies to meet client portfolio financial requirements in the short, medium and long-term. The Director also develops strategic financial reports for the CFO, Deputy Clerks, Clerk, Clerk’s Management Group (CMG) and Board of Internal Economy (BOIE) in accordance with the Bylaws and, as appropriate, to inform decisions on planning and resource allocation issues.

Qualifications

Education: Successful completion of a bachelor’s degree with specialization in accounting, finance, business administration, or commerce and possession of a Chartered Professional Accountant (CPA) designation combined with extensive experience in the areas of accounting, costing, financial planning and advisory services and/or resource management.

Experiences:

  • Extensive experience in the development, delivery and management of financial planning and resource management strategies, frameworks, processes and services, and the provision of related advisory services to Executive management;
  • Extensive experience in providing key advisory services, information and direction to senior managers with respect to sound financial management, planning practices and procedures and the development of investment plans, business cases and submissions;
  • Extensive experience in directing research and developing risk-based client-focused solutions to funding challenges and evolving business priorities;
  • Extensive experience in guiding clients in implementing and supporting the introduction of new costing models and processes in their business operations;
  • Experience in managing service delivery while balancing multiple priorities and projects and working under tight deadlines and with changing priorities within a fast-paced and unique organizational context;
  • Experience in assessing the effectiveness of existing financial policies, practices, performance measures and systems, in identifying emerging trends, and formulating recommendations on improvements.
