Job Description:

Council, on behalf of the RM of Gimli, is seeking a proven municipal leader to take on the role of Chief Administrative Officer. Based in beautiful Gimli, the successful applicant will be responsible for overseeing 100+ employees and contractors in three distinct departments providing programs and services to residents of the municipality with an annual budget of greater than $23m. The RM is diverse, boasting a thriving business community, a multitude of recreational opportunities, and a growing population.

The Chief Administrative Officer will be responsible and accountable for managing the operations of the Municipality of Gimli.

Key Responsibilities:
  1. Advises Council and is responsible for ensuring that council is informed of their legislative responsibilities and authorities and ensures that they receive all other relevant information necessary to make informed decisions on every municipal matter.
  2. Organizes and attends all Council meetings, ensures bylaws and resolutions are prepared and implemented as approved, and provides advice and recommendations to Council for new initiatives that support the implementation of approved Council priorities.
  3. Ensures sound public relations and oversees the communication of municipal matters to employees, ratepayers, and citizens.
  4. Ensures the RM develops and implements policies, programs, and services that support Gimli’s compliance with all relevant Manitoba legislation.
  5. Provides leadership and guidance to the Senior Management team comprised of the Assistant Chief Administrative Officer, Director of Finance, Director of Operations (Public Works and Utility), the Director of Recreation and Leisure Services, and Human Resource Consultant.
  6. Leads the development and implementation of long-term and annual plans in support of Council’s strategic plan and ensures the development and maintenance of appropriate records of all key administrative and financial affairs of the municipality.
  7. Establishes and maintains effective working relationships with other municipalities and other constituencies.
Ideal Candidate Qualifications:
  1. Relevant post-secondary education such as a Certificate in Manitoba Municipal Administration (CMMA) or equivalent.
  2. Several years of relevant experience including municipal administration, financial management, and human resource management. In addition, overseeing public works and recreation and leisure services would be definite assets.
  3. Strong leadership skills, with demonstrated experience developing effective and empowered teams.
  4. Strong analytical and problem-solving skills with the ability to lead effective change.
  5. Experience with both short and long-term planning, including development and implementation of key initiatives.
  6. Demonstrated experience working in a regulatory environment, with strong knowledge and understanding of all relevant legislation.
  7. Highly developed oral and written communication and interpersonal skills, with a demonstrated ability to build and maintain effective relationships with diverse groups.
  8. Demonstrated understanding of effective governance principles. Prior experience working with councils or similar governing bodies would be a definite asset.
