Who We Are:

The Assembly of First Nations (AFN) is an advocacy organization, taking direction and fulfilling mandates as directed by First Nations in-Assembly through resolutions. As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development policy, public education and where applicable, the co-development of legislation to build First Nations capacity.

The AFN was created out of a desire among First Nations leadership for a strong and effective collective advocacy organization. From this, values such as respect for human rights, diversity, justice, and the sovereignty of each rights-holding First Nation guide the work of the organization.

The Role:

The Assembly of First Nations (AFN) Lands Sector is seeking a highly skilled and motivated individual to conduct research, analyze data, develop policy recommendations, draft reports, policy frameworks, meeting minutes, and briefing materials.

Reporting to the Director of Lands, the Senior Policy Analyst has the following key duties and responsibilities:

  • Leads the development and implementation of First Nations policies related to Lands, considering the unique needs, cultural values, and aspirations of First Nations communities.
  • Conducts research, analyzes data, and assesses land trends and issues to inform policy recommendations.
  • Collaborates with First Nations organizations, government agencies, community leaders, and other partners to gather input, address concerns, and ensure that policies are inclusive and responsive to community needs.
  • Facilitates consultations, meetings, and workshops to promote meaningful engagement.
  • Evaluates existing land policies, programs, laws, and initiatives to identify gaps, inefficiencies, and areas for improvement. Conducts policy analysis and provide evidence-based recommendations to enhance the effectiveness and impact of First Nations Land
  • Contributes to the development of long-term strategic plans to support the return of land to First Nations and the recognition of First Nations’ land rights..
  • Identifies key goals, targets, and performance indicators to measure the success of land policies and programs.
  • Works collaboratively with cross-functional teams, including researchers, economists, program managers, and communications specialists, to ensure a coordinated and integrated approach to First Nations land policy development and implementation.
  • Establishes monitoring and evaluation frameworks to assess the outcomes and impact of land policies and programs.
  • Regularly reviews and analyzes data to track progress, identify emerging issues, and make evidence-based recommendations for adjustments or enhancements.
  • Prepares clear and concise reports, briefing notes, presentations, and other communication materials to effectively communicate policy recommendations, outcomes, and progress to senior management, government officials, First Nations leaders, and the public.
  • Mentors Junior Policy Analysts, Policy Analysts, and students.
  • Other duties as assigned by the Director.

Qualifications:

  • Candidates must have a post-secondary degree in political, technical, or social sciences, humanities, public policy, environment or municipal administration.
  • Candidates must also have a minimum 5+ years’ experience in conducting research, analyzing information and policy experience in First Nations communities, or equivalent combination of education & experience.
  • Candidates will have demonstrated experience in writing proposals and reports, leading discussion groups, and synthesizing information into policy positions and documents.
  • Candidates should also have experience in developing intergovernmental partnerships including CIRNA, ISC, and NRCan, First Nations governments and other First Nations governments and/or other related Federal and Provincial departments and their various programs and initiatives related to First Nations.
  • Must have in-depth knowledge and understanding of First Nations land issues, including key policies such as Specific Claims, Additions to Reserve, Comprehensive Land Claims, etc;
    Excellent verbal and written communication skills; and the ability to interpret material and policies for general and First Nation audiences.
  • The incumbent must possess excellent team building, listening, coaching, group facilitation skills, and must have creative problem resolution skills.
  • English is the working language although the ability to communicate effectively in French or any First Nations language would also be an asset

Rôle

Le Secteur des terres de l'Assemblée des Premières Nations (APN) est à la recherche d'une personne hautement qualifiée et motivée pour effectuer des recherches, analyser des données, élaborer des recommandations stratégiques ainsi que rédiger des rapports, des cadres stratégiques, des comptes rendus de réunions et des documents d'information.

Relevant du(de la) directeur(trice) des Terres, l'analyste principal(e) des politiques aura les principales fonctions et responsabilités suivantes.

  • Diriger l'élaboration et la mise en œuvre de politiques relatives aux terres des Premières Nations, en tenant compte des besoins, des valeurs culturelles et des aspirations propres aux communautés des Premières Nations.
  • Effectuer des recherches, analyser des données et évaluer les tendances et les enjeux liés aux terres afin de formuler des recommandations stratégiques.
  • Collaborer avec des organisations des Premières Nations, des organismes gouvernementaux, des dirigeants communautaires et d'autres partenaires afin de recueillir des commentaires, de répondre aux préoccupations et de veiller à ce que les politiques soient inclusives et répondent aux besoins des communautés.
  • Faciliter les consultations, les réunions et les ateliers afin de promouvoir une participation concrète.
  • Évaluer les politiques, programmes, lois et initiatives existants relatifs aux terres afin de cerner les lacunes, les inefficacités et les domaines à améliorer.
  • Effectuer une analyse des politiques et formuler des recommandations fondées sur des données probantes afin d'améliorer l'efficacité et les retombées des stratégies relatives aux terres des Premières Nations.
  • Contribuer à l'élaboration de plans stratégiques à long terme visant à promouvoir la restitution des terres aux Premières Nations et la reconnaissance des droits fonciers des Premières Nations.
  • Déterminer les principaux objectifs, des cibles et des indicateurs de rendement pour mesurer le succès des politiques et des programmes relatifs aux terres.
  • Travailler en collaboration avec des équipes interfonctionnelles, notamment avec des chercheurs, des économistes, des gestionnaires de programmes et des spécialistes des communications, afin d'assurer une approche coordonnée et intégrée de l'élaboration et de la mise en œuvre des politiques sur les terres des Premières Nations.
  • Établir des cadres de suivi et d'évaluation pour évaluer les résultats et les retombées des politiques et des programmes relatifs aux terres.
  • Examiner et analyser régulièrement les données afin de suivre les progrès, de repérer les nouveaux problèmes et de formuler des recommandations fondées sur des données probantes à des fins d'ajustements ou d'améliorations.
  • Préparer des rapports clairs et concis, des notes d'information, des présentations et d'autres documents de communication pour communiquer efficacement les recommandations stratégiques, les résultats et les progrès à la haute direction, aux représentants du gouvernement, aux dirigeants des Premières Nations et au public.
  • Encadrer les analystes des politiques subalternes, les analystes politiques et les étudiants.
  • S’acquitter d’autres tâches confiées par le(la) directeur(trice).

Qualifications

  • Les candidats doivent être titulaires d'un diplôme d'études postsecondaires en sciences politiques, techniques ou sociales, en sciences humaines, en politique publique, en environnement ou en administration municipale.
  • Les candidats doivent également posséder un minimum de cinq années d'expérience dans la conduite de recherches, l'analyse d'informations et l'élaboration de politiques dans les communautés des Premières Nations, ou une combinaison équivalente de formation et d'expérience.
  • Les candidats doivent posséder une expérience avérée de la rédaction de propositions et de rapports, de l'animation de groupes de discussion et de la synthèse de l'information en vue de l'élaboration de positions de principe et de documents stratégiques.
  • Les candidats doivent également avoir de l'expérience dans l'établissement de partenariats intergouvernementaux, notamment avec RCAAN, SAC et RNCan, les gouvernements des Premières Nations ainsi que d'autres gouvernements des Premières Nations et/ou d'autres ministères fédéraux et provinciaux connexes et leurs divers programmes et initiatives liés aux Premières Nations.
  • Les candidats doivent avoir une connaissance et une compréhension approfondies des enjeux relatifs aux terres des Premières Nations, y compris des politiques importantes telles que les revendications particulières, les ajouts aux réserves, les revendications territoriales globales et autres.
  • Les candidats doivent posséder d'excellentes compétences en communication verbale et écrite ainsi que la capacité d'interpréter des documents et des politiques à l'intention du grand public et des Premières Nations.
  • Les candidats doivent également posséder d'excellentes compétences en ce qui concerne le travail d'équipe, l'écoute, l'encadrement et l'animation de discussions de groupe, et faire preuve d’innovation dans la résolution de problèmes.
  • L'anglais est la langue de travail, mais la capacité à communiquer efficacement en français ou dans une langue des Premières Nations serait également un atout.
