Organization information For further information on the organization, please visit National Defence. Duties Verify project directives to ensure compliance with applicable policies. Modify existing network infrastructure designs and update documentation, including “as-built” diagrams. Supervise a team of 3–10 personnel. Operate a wide range of test equipment for data collection and analysis, including radio frequency (RF) receivers, signal analyzers, thermal analysis tools, and antenna configurations. Operate and maintain radio frequency (RF) measurement systems and communication equipment. Prepare technical reports for clients and provide guidance in accordance with policy. Conduct technical investigations, trials, and experiments on electronic communication systems and equipment. Positions may be designated as English Essential or Bilingual and will require various security clearance levels. Please note: all roles involve full-time onsite work across multiple locations, which may require flexibility for regular travel. A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, and conditions of employment at the Department of National Defence. Conditions of employment Operational Requirements Willing and able to work overtime as required. Willing and able to work on weekends, holidays, and be on-call for emergencies. Willing and able to travel within Canada and internationally, as required. Willing and able to perform physically demanding tasks including safely lifting and carrying up to 40kg, climbing ladders and structures, spending prolonged periods on step ladders and working aloft, bending, and stooping. Willing and able to work in cramped and/or awkward positions, where flexibility of movement is limited. Willing and able to utilize Personal Protective Equipment (PPE) and adopt Protective Health Measures (PHMs). Willing and able to engage in field work in inclement weather on an occasional basis for extended periods of time. Education A secondary school diploma; and Completion of an acceptable training program in electronics technology (see note) or the employer-approved alternative. An acceptable combination of education, training and/or experience. Note: Normally, an acceptable training program in electronics technology involves the completion of two to three years of post‑secondary study in this subject. Experience Experience supervising a team of three (3) or more people. Experience in the development, testing, and installation of satellite communications systems, Radio Frequency (RF), electronic infrastructure, or cryptographic or Video‑Audio‑Data equipment. Experience as a technologist with complex troubleshooting of electronic equipment and systems. Experience managing or maintaining electrical or electronic equipment on modern, complex, highly integrated electro‑mechanical or electronic equipment and systems. EL‑07 ONLY Significant experience managing or maintaining electrical or electronic equipment on modern, complex, highly integrated electro‑mechanical or electronic equipment and systems. Experience providing strategic and technical advice and recommendations to senior management. Note: Defined as approximately four (4) years cumulative experience within an electronic or mechanical equipment environment. For government officials, senior executives are defined as director level (EX‑01, EX‑01 equivalent, or Col/Capt(N) or above). For industry, senior executives are defined as Director or Vice‑President and above. Successful completion of courses in Radio Frequency (RF) or Microwave theory and measurement techniques. Completion of an acceptable training program in electronics technology with specialization in communications, control, computer, robotics, or mechatronics. Asset Experience Experience with microprocessors and microcontrollers, in an academic or professional setting. Experience with programming languages, such as, but not limited to C, C++, Python, or Assembly in an academic or professional setting. Experience with AutoCAD, OrCAD, MS Visio, PCB printer, Altium, or Diptrace in an academic or professional setting. Experience in completing cost estimates. Experience with supply chain or cataloguing systems, including SAP-based interfaces, in government, military, or commercial environments. Experience with lifecycle management of technical materials or assets. Experience in selection of appropriate test instruments to verify satellite or Radio Frequency (RF) communication equipment. Experience in end‑to‑end troubleshooting of complex Radio Frequency (RF) systems. Experience in assembling, testing, and maintaining satellite or Radio Frequency (RF) communication electronic equipment in government, military, or commercial environments. Experience in conducting technical investigations, trials, or experiments on Satellite or Radio Frequency (RF) communication systems and equipment and assisting in the development of technical solutions. Experience in multiple phases of lifecycle management of satellite communication systems and ground support equipment in government, military, and commercial contexts. Experience with custom building and installation of Radio Frequency (RF) and data cables for strategic satellite or communication systems in secure or specialized environments. Experience in dealing with installation and maintenance procedures (preventive and corrective) of Canadian Forces Strategic Satellite equipment over the last 3 years. Experience in maintaining, installing or designing various communication cabling systems, infrastructure, and cryptographic equipment, including secure or shielded systems such as TEMPEST. Experience managing or safeguarding cryptographic material or secure communications systems in government, military, or commercial environments. Experience working in a mixed military and civilian environment. Experience in the design, installation, and modification of various communication cabling systems, infrastructure, and cryptographic equipment, including knowledge or application of emissions security principles. Experience in planning, designing, developing and managing the implementation of complex strategic radio communication systems in the High and Low Frequency bands. Experience in reviewing and analyzing existing deficiencies in asset structures, systems, and equipment, and developing solutions to address both current and future needs. Experience in analyzing the suitability of future technologies and assessing the feasibility of their implementation and integration. Experience establishing and maintaining working relationships with partners in support of High Frequency Radio Capability’s or similar strategic communication systems. Experience consulting and liaising with government departments, defence industry, academic institutions, or international partners to provide technical expertise on subject matter. Experience designing, developing, testing, and supporting Video‑Audio‑Data and Network systems in secure or sensitive environments. Experience providing technical advice on videoconferencing technologies in secure or general environments to management or partners. Experience as an audio visual (AV) technology specialist.
