Job Type: Permanent Full-time, Non-Union Salary Range: $97,008.84 to $129,978.16 per year Posted: Tuesday, December 30, 2025 Application Deadline: Sunday, January 25, 2026 at 11:59 pm The Opportunity The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management. Reporting to the Deputy Treasurer the Supervisor of Development Charges is responsible for coordinating and overseeing the financial aspects of development, and ensures the City continues to meet its statutory obligations under the Development Charges Act and administration of Financing Agreements with developers. Through the effective performance of this role, the Supervisor of Development Charges will ensure that the City's financial exposure, as it relates to development, is appropriately mitigated. Education (degree/diploma/certifications) Three (3) year University Degree in Commerce, Economics, Finance, Business Administration or related discipline Five (5) years of experience performing duties related to the above mentioned major responsibilities, including thorough knowledge of the Development Charges Act, and demonstrated leadership/supervisory, and project management experience. Knowledge/Skill/Ability Thorough understanding of the Development Charges Act and associated Regulations Thorough understanding of financial analysis, accounting, capital budgeting, municipal operations and practices as they relate to the administration of a Development Charges By-law and associated Developer Agreements Computer literacy in a Windows environment utilizing MS Office applications, advanced proficiency using MS Excel is required Strong communication, organizational, analytical, and problem solving skills Self-starter who can work independently and manage key deadlines Excellent time management, analytical, problem-solving, and research skills Ability to function on multi-disciplinary team and contribute during group discussions Conditions of Employment Satisfactory Criminal Record Check * *Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Policy. Other Important Information Location: City Hall, 70 Collier Street, Barrie, Ontario *Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements. Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
