Relevant du chef d’équipe, Gestion des projets, le spécialiste technique, Gestion des projets s’occupera de coordonner les activités de l’équipe du projet pour les projets attribués, de gérer les contrats de services professionnels, et de fournir des conseils techniques aux clients-partenaires et à d’autres intervenants tout au long de la planification et de la construction des projets d’infrastructure de biens immobiliers (bâtiments, systèmes de bâtiments, routes, services publics, etc.) du ministère de la Défense nationale dans le sud de l’Ontario. Le spécialiste technique, Gestion des projets peut également réaliser des études et des évaluations.

ACTIVITÉS CLÉS ET PÉRIODIQUES
Voici une liste représentative, mais non exhaustive des tâches et des responsabilités liées au poste:
Tâches principales

  • Effectuer des recherches de même que préparer et présenter les documents requis (p. ex., approbations, énoncés des travaux, chartes de projet, budgets, politiques et procédures), dans le cadre de projets à long terme.
  • Assurer la gestion complète, du lancement à la clôture, des projets liés aux infrastructures et à l’environnement, notamment les nouvelles constructions, les travaux de réfection, et les évaluations environnementales et les activités d’assainissement.
  • Appuyer le processus d’approbation des projets des clients-partenaires en facilitant la prise de décisions au sein des organisations des clients-partenaires, notamment en participant à l’élaboration d’analyses de rentabilisation, d’analyses de l’espace fonctionnel et d’autres documents.
  • Coordonner les communications avec les intervenants afin de garantir une prise de décisions en temps opportun.
  • Participer à la planification de l’approvisionnement et préparer les documents d’appel d’offres.
  • Coordonner les activités des experts-conseils.
  • Agir à titre de représentant du directeur de projet ou du gestionnaire de projet, dans les limites de la délégation de pouvoir de signature de CDC.
  • Établir et entretenir des relations efficaces au sein de la Société ainsi qu’avec l’industrie, les clients-partenaires et les intervenants.
  • Veiller au respect des normes de qualité, conformément aux attentes de la Société et des clients-partenaires.

Autres tâches

  • Préparer des rapports mensuels (p. ex., à l’interne et pour le client-partenaire).
  • Appuyer ou diriger les activités d’expansion des affaires.
  • Gérer les risques.
  • Effectuer d’autres tâches sur demande.

COMPÉTENCES
Connaissances générales et particulières

  • Pratiques exemplaires, méthodes, tendances et législation en matière de biens immobiliers, de services environnementaux et de services de construction.
  • Politiques et procédures des clients-partenaires en matière de gestion de projet.
  • Politiques et procédures du Secrétariat du Conseil du Trésor.
  • Principes de gestion de projet et de gestion des risques.

Études/certification(s) et expérience

  • Exigence minimale : un diplôme d’études collégiales en génie, en architecture ou dans un domaine connexe, et quatre années d’expérience pertinente, ou l’équivalent.
  • Atout : un diplôme universitaire dans l’un des domaines susmentionnés ou une formation supplémentaire en gestion de projet.

Capacités

  • Utiliser les logiciels et les systèmes d’exploitation appropriés.
  • Mettre en application les techniques de gestion de projet et de gestion des risques.

PERFECTIONNEMENT ET LEADERSHIP

  • Fournir des conseils et de l’orientation fonctionnels aux employés et aux clients-partenaires.
  • Environnement de bureau typique; déplacements occasionnels.
  • Le titulaire du poste peut être appelé à travailler sur des chantiers de construction, auquel cas il peut, à l’occasion, être tenu de porter l’équipement de sécurité de base.
