Your Opportunity:

The Emergency Management Officer works both independently and in a team environment with a wide variety of internal and external stakeholders. They are responsible for maintaining strong linkages with service providers across the organization and the Zone as well as with external agencies at all stages of the emergency management cycle. This includes supporting and facilitating organization and Zone-wide emergency management activities that can be categorized as follows:

  1. Hazard Vulnerability and Risk Assessments.
  2. Mitigation: Identification of mitigation strategies.
  3. Planning/preparedness: Development and implementation of emergency response codes/plans at the site and departmental level; delivery of Incident Command and Incident Management System training to Leaders and staff.
  4. Zone management: Delivery of the CBRN First Receiver Program aimed at preparing ED and UCC Staff to provide decontamination of casualties during incidents involving Chemical, Biological, Radiological, Nuclear and other Hazardous Materials exposures; design, delivery, and evaluation of training and exercises.
  5. Response: Provision of AHS incident Management System expertise and support in emergencies and disasters, including serving as AHS representative in external Emergency Operations Centres.
  6. Recovery: Supporting recovery efforts including the transition from response to recovery and conducting post-incident reviews and reporting on findings.

Promotes Personal Disaster Preparedness with staff and external participants. Acts as an expert resource to Management and frontline Staff, including Physicians. Recognized as a specialist in the field of emergency management. Well-managed training delivery with exercises designed to achieve expected outcomes.

Description:

Supports Zone emergency management initiatives by:

  1. Acting as a consultant/expert in the implementation of facility-specific response plans.
  2. Overseeing and facilitating the timely review and update of site plans.
  3. Delivering the CBRN/HazMat First Receiver Program to ED and UCC staff on an annual basis.
  4. Delivering classroom-based instruction, either in person or virtually.
  5. Designing, delivering, and/or participating in multi-agency exercises.
  6. Assuming project leadership positions as required.
  7. Participating in numerous internal and external planning committees and working groups.
  8. Conducting post-incident/post-exercise reviews and following up on actions.
  9. Acting as a Zone liaison with numerous external partners for coordination of inter-agency training and exercises (Airport Authorities, Municipal/Industrial Emergency Operations Centres).
  10. Performing administrative duties such as preparing situational and other written reports.
  11. Participating in research studies as deemed relevant; applying researched best practices to EDM work; contributing to the reporting on key performance indicators.

In addition to a competitive rate of pay, AHS currently has a Remote Retention Allowance in place to an annual maximum of $3,000. This allowance is non-pensionable and is payable on an hourly basis for all hours paid at the basic rate of pay.

Required Qualifications:

Undergraduate degree; preferably in Emergency Management and/or a Health Profession; Master’s level degree with experience in the healthcare field is desirable. A combination of relevant education and experience in Healthcare and Emergency Response Planning may be considered. Five to ten years’ experience within a health care environment in a variety of settings, including supervisory/management experience. The position requires knowledge of current trends and practices in emergency management, the ability and willingness to keep current in a fast-growing industry, and to work effectively and efficiently under extremely stressful conditions.

Additional Required Qualifications:

Required experience, knowledge and skills: Demonstrated proficiency in oral and written communication and preparation of written reports and papers. Demonstrated ability to lead, directly or indirectly, multidisciplinary project teams. Required Emergency/Disaster Management courses &/or experience to be obtained within 6 months of hiring: Basic Emergency Management, Incident Command System Level 200, Exercise Design, Business Continuity Management, CBRN/Hazmat.

Preferred Qualifications:

Experience in the preparation and delivery of educational/training programs preferred. Experience in emergency management within health care, government or industry desirable.
