JOB SUMMARY:

To provide strategic and operational support in managing City-wide cyber security programs, ensuring alignment with organizational objectives and compliance requirements. This role involves leading key cyber security initiatives, coordinating cross-functional teams, and optimizing program performance through data-driven insights.

To collaborate with leadership, including the Manager Strategic Transformation and the Director of Cyber Engagement, in executing a structured and effective cyber security strategy.

To collaborate with other segments of the organization to manage City-wide cyber initiatives.

To oversee program governance, driving continuous improvement and resilience in the City's cyber security posture.

MAJOR RESPONSIBILITIES:

  1. Oversee the execution of cyber security projects, managing key deliverables such as gate processes, status reports, and risk management frameworks.
  2. Establish and refine project methodologies, standards, and guidelines, continuously evaluating projects to ensure adherence to timelines and budgets.
  3. Lead quality assurance efforts, ensuring project deliverables meet the highest standards and align with cyber PMO quality benchmarks.
  4. Develop, implement, and enhance cyber project delivery methodologies for optimized performance.
  5. Monitor project expenditures and financial performance, reporting variances and recommending corrective actions as needed.
  6. Plan, execute, and oversee cyber security programs, ensuring successful delivery within defined scope, budget, and time constraints.
  7. Facilitate collaboration among cross-functional teams to drive cyber security initiatives and maintain alignment with organizational goals.
  8. Track cyber security program performance and key risk indicators, providing actionable insights for continuous improvement.
  9. Ensure adherence to regulatory requirements and industry standards related to cyber security.
  10. Prepare and present comprehensive reports to senior management and key stakeholders, outlining program status, risks, and strategic recommendations.
  11. Collaborate with external partners, vendors, and regulatory bodies to stay updated on emerging threats and industry best practices.

QUALIFICATIONS/CERTIFICATIONS:

  1. Bachelor's degree in cyber security, information technology, or a related field, or equivalent experience.
  2. A minimum of 10+ years hands-on experience in large project management and program management in Government jurisdictions and or large private sector organizations.
  3. Extensive experience with traditional and innovative project management processes, techniques, tools across agile, waterfall, iterative methods associated tools.
  4. Project excellence spanning Governance, Definition, Planning, Project Management & Control, Financials and Close-out.
  5. Experience in implementing a GRC solution is an asset.
  6. Solid background in finance.
  7. Strong Proficiency in MS Office specifically MS Excel, MS PowerPoint and MS Project.
  8. Professional certifications such as CISSP, CISM, PMP, or equivalent.

  13. Demonstrated influence and persuasion skills, able to present to senior levels.
  14. Strong understanding of the business impact of security tools, technologies and policies.
  15. Ability to handle ambiguity and make decisions and recommendations with limited data.
  16. Ability to prioritize and effectively manage competing priorities and projects.
  17. Ability to manage multiple initiatives while adhering to strict deadlines.
  18. Excellent communication and active listening skills with an aptitude for extracting and synthesizing complex information.
  19. Exceptional written and oral communication skills.
  20. Transferable skills, like communication and decision-making, are equally important.
  21. Being able to think on your feet and show good judgment are especially valuable in this field.

ADDITIONAL COMMENTS/INFORMATION:

A normal work week is 35 hours; however, unforeseen situations may require extended hours of work with little or no prior notice. In case of a cyber incident or breach, rotation shift, continuous extended hours may be required with little or no prior notice.
