The Ministry of the Solicitor General, Ontario Provincial Police, and the Training and Recruitment Bureau is seeking a qualified individual to join our Strategic Research, and Planning Unit. In this exciting, rewarding and challenging opportunity, you will provide financial, purchasing, and administrative services to the Provincial Police Academy (PPA) through the efficient daily operation of the office while adhering to standard government directives, policies and procedures, while working closely with other areas of the organization. The Provincial Police Academy consists of the following units: 1) General Patrol Training (GPT), 2) In-Service Training (IST), 3) Strategic Research and Planning, and 4) Curriculum Design Unit & Senior Course Cadre. About the job To apply foundational knowledge in finance and supply chain management, contributing to accurate financial tracking, purchasing and vendor management, payments, efficient procurement processes, and budget and procurement policies. This position supports PPA operations through attention to detail, problem solving, data analytical skills, sound judgment and discretion, and a commitment to learning and continuous improvement within a dynamic team environment. What you bring to the team Mandatory requirements Ability to pass an OPP background/security investigation. Procurement/Purchasing and Vendor Management Knowledge of financial and procurement policies, directives, guidelines and processes, financial administration. Knowledge of accounting to prepare and process forms, tender documents, Requests for Bid forms, and Purchase Requisitions/Orders. Knowledge of budget policies, procedures guidelines and directives to perform purchasing and financial activities accurately and to reflect approved spending within the Training and Recruitment Bureau. Knowledge of purchasing procedures for transacting paperwork related to the procurement process, for processing and reconciling purchases of goods and services, managing encumbrances, developing and maintaining a Supply Management Plan. Data Analytics Knowledge of/ability to learn various computer databases and systems (e.g. IFIS, CMDB, WIN/DAR, Pro-Con, ONRequest) to input data, update and/or recover data from procurement and financial records/files and produce ad hoc and regular financial reports. Ability to use mathematical skills to perform calculations, check for accuracy of invoices, expenses, process accounts payable/receivable and review budgets. Demonstrated skill in the use of various computer software applications (e.g. Microsoft Word/Excel/Access/Outlook/Explorer, Sharepoint, iProcurement) to prepare, update and maintain procurement records, financial data/information to produce Purchase Requisitions/Orders, financial spreadsheets, and to prepare correspondence and reports. Interpersonal and Communication Skills Written communication skills to prepare documents, reports and correspondence. Oral communication and interpersonal skills to assist staff on purchasing processes and procedures, and financial transactions. Ability to provide information and clarification on delivery time of goods/services, associated practices and reports, and to discuss and resolve discrepancies, omissions and delivery issues. Ability to use active listening skills when gathering information from a variety of sources relating to financial and procurement activities and to take instructions from a supervisor. Problem Solving/Analytical Skills Ability to assess if insufficient or unclear information is provided and investigation is required to obtain needed facts or data before proceeding with task (e.g. responses to tenders or requests for quotations). Critical thinking, to identify, investigate and resolve inaccuracies/omissions in tender documents and vendor responses. Ability to use problem solving skills when providing direction on resource needs for maintenance and equipment. Ability to investigate, analyze and research information when preparing ad hoc and regular purchasing and financial reports and determining the appropriate format for management's use in program delivery. Judgment and Discretion Ability to establish deadlines for submission of documents and forms to meet Provincial Police Academy timelines for verification and/or processing. Ability to use procurement and administrative/financial guidelines and procedures, to make decisions relating to the format of written communications and reports, to resolve discrepancies and perform supply management functions. Ability to determine what information is confidential, security sensitive or vendor proprietary and if it should be or can be divulged when responding to inquiries. Don't meet every qualification?
