Job Summary Manages program planning, delivery and administration for inclusion services within the City of Markham’s Summer Day Camps. Oversees approximately 60‑100 campers with disabilities ranging primarily from 4 to 16 years of age, while supervising and coaching 15‑20 staff including inclusion supervisors and inclusion counselors. Provides support to staff in day camps via inclusion services. Coordinates implementation and supervision of camp inclusion services initiatives, ensuring accessible recreation and leisure opportunities and integrated services for all ages and abilities in accordance with departmental policies and procedures. Enables campers with disabilities to participate in camp activities so they can develop skills, make friends, socialize and build self‑esteem. Provides leadership, supervision, guidance and resources to inclusion and camp staff; accountable for day‑to‑day operations under the guidance of the Recreation Coordinator, Programs and Outreach, ensuring camp activities are safe, inclusive and high quality. Ensures consistency in camp policies and processes, including training and communication in conjunction with other camp directors. Key Duties and Responsibilities Provides daily direction and support to inclusion and camp staff, planning and scheduling resources, routines, schedules and procedures to ensure successful implementation. Oversees daily activities across camps including the before and after care program, ensuring programming is effective and adapted to individual camper needs (safety, hygiene, weather, breaks, etc.). Assists the Community Program Supervisor and/or Community Recreation Coordinator with reviewing and adapting daily camp programs and activity plans created by camp supervisors. Prioritizes child well‑being, safety and protection throughout the camp; evaluates situations for potential risks and proactively takes mitigating actions. Demonstrates sensitivity to and appreciation of disabilities and diversity. Assesses potential campers with disabilities and arranges appropriate placements; may conduct intake meetings with families and prepares intake reports for staff. Acts as a leader role model, fostering a positive learning environment where people feel included and motivated to work toward common goals. Liaises with camp supervisors and staff to resolve issues, with support from the Community Program Supervisor or Coordinator. Communicates with parents via email and other means to provide camp information, resolve issues and address concerns. Displays a heightened sense of customer service. Provides regular updates and feedback to the Camp Directors and Recreation Coordinator, Programs and Outreach. Plans and implements camp staff training, and leads regular meetings. Ensures adherence to policies and procedures, working closely with other directors to ensure consistency under the guidance of the Recreation Coordinator, Programs and Outreach. Provides ongoing training, coaching and recognition to staff and volunteers; conducts performance assessments and supports recruitment and screening of camp staff. Serves as the main point of contact for City‑wide crisis management for campers with special needs, conducting evaluations of services and providing options to parents. Researches information regarding various disabilities to ensure successful integration and accommodation. Oversees adaptive supplies and equipment inventory for sessions, ensuring necessary supplies and equipment are purchased and received in accordance with City policies and budget. Oversees bussing arrangements, reporting any issues to the Recreation Coordinator, Programs and Outreach. Demonstrates the confidence and ability to make decisions independently and in the best interests of the campers; resolves problems and conflicts effectively. Reports incidents promptly and thoroughly to the City using incident/accident report forms and processes; maintains camp documentation. Completes a full report on the camp session including feedback and recommendations to the Recreation Coordinator, Programs and Outreach at the conclusion of the summer. Assists campers with toileting, feeding and changing of children with disabilities; ensures a minimum of two staff accompany a child to the washroom or assist with changing. Communicates effectively with all stakeholders including parents, campers and staff. Assists with recruitment, screening and scheduling of camp staff and volunteers. Controls supplies and equipment inventory for sessions, ensuring they are ordered and received in accordance with City policies. Other duties as required. Minimum Requirements Completed a minimum of 2 years post‑secondary education in Recreation with an emphasis in Therapeutic Recreation; other fields considered relevant, e.g., Education. Minimum of two years/summers of camp experience in a senior supervisory capacity managing staff and/or volunteers. Extensive knowledge of program planning and child development stages. Demonstrated experience developing, organizing and carrying out both regular daily and special programs. Knowledge of crafts, sports, music, games and adaptive programming is an asset. Current Standard First Aid with CPR ‘C’ required. Driver’s license required. HIGH FIVE Healthy Child Development required. HIGH FIVE Quest 2 is an asset. Behaviour Management Training or Crisis Prevention Intervention (CPI) and / or Safe Management is an asset. Computer skills (Microsoft 365, Adobe Acrobat); registration system applications are an asset. Ability to work in a variety of work environments, indoors (with or without air conditioning) and outdoors. Management & Leadership – Supports a positive work environment, develops and enables staff, sets clear expectations, provides regular feedback and addresses performance.
