Reporting to the Director of Rural Utilities and Chief Officer the Senior Engineering Technologist applies their knowledge of natural gas utilities and pipeline safety to ensure the delivery of key components of the programs of the Rural Utilities Branch in support of the Regulatory requirements in the Rural Utilities Act and Regulations as well as the Gas Distribution Act and Technical Standards Manual so that Albertas low pressure gas distribution pipelines are operating safely and reliably. The Senior Engineering Technologist will also focus on the following duties and responsibilities : Provide advice and relevant documents to support administration of Rural franchises by referencing relevant statutes and preparing formal franchise documents. Ensure Safety and Technical program delivery for gas distributors to ensure distribution integrity and safety of low-pressure gas distribution systems. Administer the Quality Management Program to ensure that distributors are accountable for quality and maintenance of their distribution systems. Drive proper governance and operations of relevant associations by ensuring adherence to the stipulations of incorporation under the Rural Utilities Act. Carry out complex research and analysis monitor trends and issues and provide proactive solutions and advisory to aid decision-making of the Chief Officer. Collaborate and interact with key stakeholders such as Alberta Energy and Minerals Alberta Energy Regulator (AER) Alberta Utilities Commission (AUC) Federation of Alberta Gas Co-ops investor-owned utilities engineers etc. to drive critical priorities and proactive issue resolution. The successful candidate will show strong analytical and communication skills to research consult facilitate and collaborate with key stakeholders on programs and legislation integral to the successful deployment of critical initiatives in Alberta. Qualifications Required : Two-year technical diploma in a related field such as Environmental Engineering Technology Civil Engineering Technology or Mechanical / Electrical Technology etc. plus six (6) years related experience; or equivalent as described below. Equivalency : Directly related education or experience can be considered on the basis of : 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. Required Experience : Experience in the installation operation and maintenance of pipelines within a gas distribution system. Knowledge and application of industry standards Technical Standards Manual Digital Mapping Standards and gas distribution safety programs. Experience conducting research analyzing data and providing evidence-based guidance. Assets : Preference will be given to candidates who hold a degree in Engineering. Expertise in managing low pressure pipelines and utilizing natural gas codes. Extensive experience working within the Government Agencies Consumer Groups Utilities or other parts of Energy and / or Electricity sector in increasingly responsible related roles. Experience with interpreting legislation regulatory framework and policies e.g. Electric Utilities Act Gas Utilities and Distribution Act Alberta Utilities Commission Act) to provide feasible recommendations to management and executive leadership. Additional Position Details This position is a permanent full-time role with the standard weekly work hours of 36.25 Monday to Friday (8:15 am 4:30 pm). Location: Edmonton.
