Open Space Planner up to 18 months

Are you passionate about parks and natural areas? Do you wish to contribute to the future of Edmonton's open space system? As an Open Space Planner within the Open Space Strategy unit of the Planning and Environmental Services branch, you will act as a subject matter expert and leader in land use, environmental, and open space planning. You will contribute to the protection and enhancement of the City's open space network by playing a lead role in the development of open space plans, policies, strategies, and regulations. You will provide subject matter expertise in the areas of parks planning, recreation planning, and urban ecology.

  • Apply knowledge of land use, environmental, ecological, and open space planning principles to develop implementation plans, standards, and guidelines supporting the delivery of the City's open space strategies and plans
  • Apply expertise in current best practices and municipal service delivery for parks and recreation services, active transportation, and environmental and open space planning
  • Support the development of municipal policy and strategies for the delivery of parks and open space services
  • Collaborate with internal and external partners to improve implementation of the City's open space policies, plans, strategies, and procedures, and promote best practices in open space and environmental planning
  • Complete spatial analysis as it relates to open space planning and ecological network protection
  • Support the maintenance of the City's ecological datasets and provide data driven analysis to inform landscape-level natural asset monitoring and management
  • Support the review of land development applications, including proposed statutory plan amendments, rezoning, and subdivision applications
  • Support the technical review of municipal environmental impact and strategic assessments for park development
  • Complete formal written and verbal presentations as required
  • Participate in interdisciplinary studies and reports in support of plan and strategy implementation
  • Undertake a variety of projects or work assignments requiring analysis and the generation of alternatives, recommendations, and decisions related to the City's open space network
  • Support internal engagement across relevant City Departments and public engagement planning and delivery
  • Perform other related duties as required
Qualifications
  • Bachelor's Degree in Urban and Regional Planning, Landscape Architecture, Recreation, Urban Design, Environmental Science, Biology, Ecology, or a related degree
  • A minimum of two years of progressively relevant and responsible experience, including open space planning, recreation planning, environmental management, or policy development
Assets
  • Master's degree in the above-noted disciplines is preferred
  • Membership / eligibility for membership with one or more of the following professional organizations (or their equivalent) is an asset:

○ Alberta Society of Professional Biologists
○ Association of Alberta Forest Management Professionals
○ Alberta Institute of Agrologists
○ Association of Professional Engineers and Geoscientists (P.Geo)
○ Canadian Institute of Planners

Skills required for success:
  • Detailed knowledge of the principles and practices of open space or ecological planning
  • Knowledge of applicable legislation, regulatory requirements, and governing policies and plans
  • Experience working with and integrating multiple planning functions, including ecological planning, parks planning, and urban development
  • Demonstrated experience in spatial data analysis and data management in the fields of landscape or conservation ecology is an asset
  • Demonstrated experience in recreational planning or recreation ecology is an asset
  • Demonstrated experience in the application and development of municipal, regional, or provincial open space planning policies is an asset
  • Strong written and verbal communication skills
  • Ability to communicate complex information effectively both orally and in writing
  • Ability to handle politically sensitive projects and topics
  • Well-developed critical thinking skills
  • Ability to establish and maintain effective working relationships with a variety of internal and external partners and stakeholders and appropriately engage the public
  • Excellent time management and project management skills
  • Knowledge of computer systems, including word processing, spreadsheets, and mapping and design applications
  • Ability to build personal networks, establishing and maintaining effective working relationships across City Departments and externally with industry, government, and community partners
  • Ability to perform complex, potentially contentious projects requiring working with other City branches/departments
  • Experience collaborating across departments, disciplines, specialties, and stakeholder groups to achieve integrated solutions
  • Ability to find and/or negotiate solutions to complex issues while operating in a politicized environment
Work Environment
  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
