Client Province of New Brunswick Department Education and Early Childhood Development Engagement Details Duration: 125 days (17-Nov-2025 to 15-May-2026) Standard Hours per day: 6 hours work day Office Location: In Fredericton, onsite Working Model Note: The successful candidate may be requested to be onsite (Place 2000 in Fredericton) for some activities related to this assessment. Other activities such as report authoring can occur at the vendor’s place of business. EECD will provide office space with access to pertinent information and resources for the duration of the engagement. Deliverables Web Application Design and Development Wireframes, high-fidelity prototypes, and design mockups reflecting user and business requirements. Completed and functional WordPress websites, including custom themes and plugins. Performance and security testing results and optimization documentation. Requirements Gathering And Documentation Business, functional, and technical requirements documents approved by stakeholders. Requirements Traceability Matrix (RTM) mapping requirements to deliverables and test cases. Version‑controlled documentation repository with approval history. Stakeholder validation and sign‑off records. Project Coordination and Management Weekly or bi‑weekly project status reports summarizing progress, key decisions, and next steps. Risk, issue, and change log maintained throughout the project lifecycle. Training and Change Management Training materials, including presentations, user manuals, and quick reference guides. Knowledge transfer documentation for administrators and support teams. Training session schedule and participant attendance records. Change management and communication plan, including stakeholder engagement strategies. Implementation, Migration, and Testing Support User Acceptance Testing (UAT) plan and test scripts. UAT results report, including defect tracking, resolutions, and sign‑off. Content migration plan and post‑migration validation checklist. Issue and risk log with corresponding mitigation and resolution actions. Deployment readiness checklist confirming successful environment setup and pre‑launch validation. Maintenance and Continuous Improvement System maintenance plan, including patch management and updating schedules. Performance monitoring dashboard or monthly performance summary reports. Incident and issue resolution logs. Continuous improvement log identifying enhancement opportunities. Strategic and Transformational Projects Digital transformation roadmap or project concept documentation. Information architecture diagrams, navigation flows, and content structures. Design authority documentation capturing key decisions and rationale. Executive presentations or briefings summarizing strategic recommendations. Recommendations for ongoing skill development or future enhancement opportunities. Requirements / Qualifications M1. Must have hands‑on experience developing and maintaining WordPress websites, including the creation of custom themes and plugins. M2. Must possess a strong understanding of HTML, CSS, JavaScript, PHP, and MySQL, with demonstrated ability to develop, troubleshoot, and optimize web applications. M3. Must have experience designing responsive web interfaces and applying UX principles in accordance with accessibility standards (WCAG 2.1) to ensure inclusive user experiences. M4. Must be familiar with cloud hosting environments, DNS configuration, and automated deployment practices, ensuring efficient and secure web application deployment. M5. Must have knowledge of privacy, security, and compliance requirements relevant to government web services and demonstrate ability to apply these standards in all development activities. M6. Must have proven ability to identify, analyze, and resolve technical issues effectively across multiple environments and platforms. Evaluation Questions S1. Include examples of how these practices improved development efficiency, deployment reliability, or collaboration across teams. S4. Please describe your ability to convey complex technical concepts to non‑technical stakeholders, including senior management or clients. Include examples such as workshops, presentations, status updates, or documentation where your communication skills facilitated decision‑making, adoption, or understanding. S5. Please describe your experience mentoring or training junior staff or colleagues. Include methods used, outcomes achieved, and any initiatives you led to build team skills or promote knowledge sharing. Highlight any contributions to organizational learning or capacity building.
