About UsBuilding and maintaining our provincial infrastructure is no small job. The Traffic Engineering & Road Safety team of the Department of Public Works directly impacts the quality of traffic engineering efficiency and road safety engineering operations in the province. We develop and ensure comprehensive standards, policies, procedures, and programs are in place to mitigate injury and collisions on Nova Scotia's highways. Our team is comprised of professional staff who develop and manage various policies and programs, collect collision and traffic census data, conduct engineering studies and analysis, and impact traffic control devices, legislation, and regulations.
About Our OpportunityUnder the general direction of the Manager of Traffic Engineering and Road Safety, the Senior Traffic Specialist is accountable for the management and implementation of the Department's overall objectives for the Traffic Census Program and for providing cost effective collection, editing, storage, reporting and distribution of traffic census information. This role provides direction, mentoring and technical guidance to the Traffic Engineering Technician Il and other traffic census staff.
Primary AccountabilitiesThe key accountabilities are:
- Coordinates the Department's traffic census requirements by directing and overseeing the work performed by the Traffic Engineering Technician Il and other traffic census staff responsible for the execution of a cost-effective traffic census collection and management program. Responsible for ensuring all traffic census staff are familiar with and follow safe work procedures when on or near the highway.
- Responsible for comprehensive data monitoring, daily polling of remote count sites, and traffic census data analysis, storage, retrieval, and reporting associated with permanent traffic counter and weigh-in-motion sites.
- Responsible for the maintenance and repair of permanent traffic counter sites and permanent weigh-in-motion sites located throughout the province. This includes preparation and review of maintenance contracts, coordination of maintenance and repairs by private contractors, onsite supervision of equipment repairs and installations, calibration of traffic census equipment, liaison with District and Vehicle Compliance staff, and training.
- Ensures Departmental assets (equipment and materials) needed to achieve the traffic census program goals are kept in good repair. Ensures Department's assets are managed in a cost-effective manner through audits of work and billing practices by District staff and private contractors.
- Performs technical analysis and studies for traffic signal warrants, turning lane warrant analysis and traffic growth forecasts.
- Conducts analysis and prepares traffic census reports as needed to address queries and data requests from various clients including Department staff, private consultants, businesses, developers, and other government agencies.
- Ensures the Department's objectives are achieved by evaluating new and advancing technology and software used in traffic data collection at temporary and permanent sites, and by ensuring the traffic census program is delivered in an efficient and cost-effective manner that provides timely, comprehensive, and accurate information.
Completed High School and a diploma in Civil Engineering Technology with 5 years related experience. Relevant experience will include knowledge of the principles and practices of traffic engineering and road safety, project planning and management techniques, a working knowledge of the NS Public Highways and Motor Vehicle Acts, and use of specialized GIS and traffic engineering software. The successful candidate must have a valid Nova Scotia driver's license.
