Reporting to the Chief Administrative Officer, this role provides financial leadership, oversees the Finance/IT department, and fulfills the statutory responsibilities of the Municipal Treasurer under the Municipal Act, 2001. This position plays a critical role in fiscal planning, risk management, asset management, insurance oversight, and supporting Council, Committees, and internal departments with expert financial guidance.Responsibilities:Lead and supervise finance staff responsible for accounting, taxation, utilities, and financial operationsOversee daily financial management, ensuring compliance with GAAP, legislation, and Council directionSupport the CAO in developing long- and short-range operating plans and financial strategiesPrepare annual operating and capital budgets, including detailed forecasting and monitoringReview and apply for provincial and federal funding opportunitiesEnsure accurate and timely financial reporting including HST, tax rolls, rebates, and statutory submissionsManage municipal banking functions, investments, borrowing, and trust accountsOversee payroll for Council members, employees, and volunteers, ensuring legislative complianceManage municipal trust funds, tilt loans, and drainage assessmentsConduct property tax system reviews, including delinquent account oversight and recommendationsWork with auditors and lead audit preparation activitiesOversee municipal insurance and risk management programsLead or support policies related to Treasury, IT, and risk managementCollaborate on development and maintenance of the municipal asset management planProvide support to Four Counties Transit and associated legislative requirementsAttend Council and committee meetings as requiredThe Ideal Candidate:Bachelor’s degree in Business Administration, Accounting, or related disciplineSeven (7) years of progressive experience in municipal finance or a related public‑sector environmentStrong knowledge of financial principles, municipal accounting, and GAAP for local governmentKnowledge of Keystone, CityWide, or other municipal financial systemsUnderstanding of statutory requirements under the Municipal Act, 2001Strong understanding of ESA, OHSA, and relevant provincial legislationProficiency with Microsoft 365 applicationsStrong leadership skills with the ability to develop a high‑performing teamHighly organized, analytical, and able to work in a fast‑paced environmentExcellent communication and political acuity when working with staff, CAO, and CouncilValid Class G Driver’s LicenceComplimentary Experience:Experience with municipal asset management planningExperience with transit operations or municipal service delivery oversightActive membership with AMCTO and/or MFOAExperience coordinating external consultants, insurance providers, or auditorsExperience preparing reports for governance bodies such as Council or CommitteesApplications are being accepted until Thursday, December 11th at 4:00 pm.We thank all those who apply for this role, however, only those selected for an interview will be contacted.For more information on the Municipality of West Elgin team, please visit their website at https://www.westelgin.net/en/index.aspx.Logic Executive Search and Workplace Solutions is committed to providing accessible employment practices that follow the Accessibility for Ontarians with Disabilities Act and the Ontario Human Rights Code.
