The mandate of the Department of Environment and Climate Change is to manage land, water, air, wildlife, and forests. This includes promoting, planning, and supporting the wise and sustainable use of natural resources, and protecting, restoring, and stewarding the environment for the social and economic benefit of all Northwest Territories residents.

The Manager is responsible for setting the strategic framework for land use planning throughout the NWT. Extensive knowledge and experience is needed by the Manager in order to ensure Land Use Plans in the NWT meet the often-conflicting needs of land users throughout the NWT.

The Manager is responsible for ensuring that GNWT obligations related to regional land use planning are fulfilled, including planning, managing, and overseeing the development, review, renewal, coordination, and approval of regional land use plans pursuant to Lands, Resources, and Self-Government Agreements.

KNOWLEDGE, SKILLS, AND ABILITIES

  1. Knowledge of Departmental Acts, Agreements, frameworks, strategies and policies as they relate to the management, sustainable use, and administration of NWT public lands including the Northwest Territories Lands Act and Regulations, Commissioner’s Land Act and Regulations; Mackenzie Valley Resource Management Act, Canadian Environmental Assessment Act; Canadian Mining Regulations; Area Development Act; Community Planning and Development Act; Species at Risk Act; Settled Lands, Resources and Self-Government Agreements; Interim Measures Agreements; Respect, Recognition, Responsibility- Devolution Final Agreement; Land Use and Sustainability Framework; Sustainable Development Policy (GNWT and Canada); Mineral Development Strategy; Economic Opportunity Strategy; and Water Stewardship Strategy.
  2. Knowledge of principles and practices related to public sector management, socio-economic research and analysis, strategic analysis, policy development, evaluation and negotiation.
  3. Knowledge about diverse practices, processes and issues relating to the Department's mandates, roles, and objectives and those of co-delivery partners in GNWT Departments and agencies.
  4. Knowledge of the history, culture, political and economic aspirations of Indigenous people and other Northerners and of land rights and land use.

Typically, the above qualifications would be attained by:

A Graduate Degree in Natural Resource Management, Environmental Studies, Environmental Science, Planning, Geography, Economics or similar relevant disciplines along with five (5) years of experience in planning or legislative and policy analysis and development, and project management, including at least five years supervising the work of others.
