About the Role Brock Canada is seeking a Talent Acquisition Manager to lead our high volume craft recruitment portfolio and support corporate hiring across all Canadian entities. This role suits a people focused and data driven leader who thrives in fast paced project environments and understands the unique requirements of industrial construction, maintenance, and turnaround work. You will oversee a team of six craft recruiters and guide the full recruitment lifecycle across multiple Brock group companies. This includes supporting major project mobilizations, site based requirements, talent pipelines, community partnerships, and recurring craft workforce needs. You will also lead corporate hiring, offers, amendments, compensation recommendations, and policy development. Key Responsibilities Leadership and Team Management Lead and monitor a team of six craft recruiters responsible for high volume hiring across Canada. Build capability in recruitment practices, systems use, candidate care, and site engagement. Manage workload distribution and set priorities based on project schedules, workforce forecasts, and business needs. Craft Recruitment and Workforce Planning Oversee the end to end craft recruitment process across all Brock entities. Work closely with site and project managers to capture and confirm workforce needs as projects begin, shift, or conclude. Design and maintain scalable processes that account for site, client, and union requirements and any unique conditions tied to specific locations. Support hiring for major turnarounds, shutdowns, and rapid mobilizations by ensuring a smooth applicant, hiring manager, and client experience. Build, maintain, and activate craft talent pools to reduce time to fill and improve retention. Manage pre access partnerships for A and D testing and occupational health requirements to ensure compliance and readiness for site access. Manage the recruitment relationship with union partners to support a healthy talent pipeline, efficient hiring, and strong working relationships. Corporate Recruitment Lead Canadian corporate hiring including postings, screening, compensation recommendations, and offer management. Prepare and manage employment agreements, amendments, and all supporting documentation. Provide guidance on competitive compensation and market trends. Program Development and Strategy Create and manage craft and corporate talent acquisition policies, processes, and long term strategies. Develop and oversee annual career fair plans, community engagement partnerships, and campus or trades focused programs aligned with business needs. Build and maintain Indigenous recruitment partnerships and support related hiring initiatives. Provide training and guidance to operations staff on recruitment practices, documentation standards, and provincial compliance requirements. Partner with Business Excellence, HR, Operations, and HSEQ to align recruitment practices with organizational goals. Systems, Reporting, and Continuous Improvement Own recruitment metrics, dashboards, and reporting tied to hiring performance, workforce readiness, and strategic forecasting. Use data to identify trends, improve processes, and support decision making across sites and leadership groups. Maintain and enhance recruitment systems and tools to ensure accuracy, usability, and alignment with Brock’s multi entity structure. Support audits, compliance reviews, and documentation requirements related to labour, safety, union, and client obligations. HR Integration and Support Handle general HR queries as part of the broader HR team. Collaborate with HR Business Partners, Payroll, HSEQ, and Operations to ensure seamless onboarding and employee life cycle processes. Ensure compliance from operations staff regarding recruitment practices, documentation, and provincial standards. Qualifications Experience leading high volume recruitment teams, preferably in industrial construction, maintenance, energy, or similar sectors. Strong understanding of craft labour, union environments, and large scale project staffing Experience partnering with project teams, operations leaders, and union representatives. Ability to interpret and respond to site based workforce requirements. Experience with recruitment systems, reporting tools, and process design. Excellent communication, leadership, and relationship management skills. Ability to travel to sites, job fairs, and community partner events as needed.
