Program Manager of Ministry of Children, Community, and Social Services Portfolios Position Type: Permanent Full-Time Salary: $102,810 - 116,169 annually – Salary Commensurate with Experience POSITION SUMMARY Under the broad leadership of the Director of Clinical Programs & Services, the Program Manager of MCCSS Portfolios is accountable for planning, implementation, and evaluation of the clinical and administrative activities and initiatives of the assigned service teams, including, but not limited to, Autism Foundational Family Services, Community Enhancement, Complex Special Needs (CSN), SNAP, EYOW, Court Worker, and Child Welfare – Community Capacity programs and services. Additionally, the Program Manager is responsible for the provision of leadership and supervision to interprofessional team members, to ensure services are provided in a manner that best meets the needs of the child or youth and family and incorporates the philosophies of engagement and quality improvement within an integrated system approach. As a member of the Management Team, the Program Manager contributes to organizational effectiveness by participating in collaborative planning and decision‑making for the agency. DUTIES AND RESPONSIBLITES SERVICE PLANNING, IMPLEMENTATION AND EVALUATION Ensure that all services are provided in accordance with the agency’s mission, vision, values and strategic priorities as well as Ministry guidelines and frameworks and are designed to promote excellence in service provision, performance measurement, accountability and meet organizational and Ministry reporting requirements. Develop and implement goals, objectives, policies, procedures and systems necessary to ensure the treatment approach incorporates child, youth and family engagement, is in accordance with current evidence‑based/best practices and relevant professional standards to meet the needs of the children, youth and families served, providing a safe and secure environment. Organize and monitor work flow and allocate resources to ensure services are provided in the most effective and efficient manner in order to meet required outcomes. Engage in and monitor the effect of program decisions on overall cost and budget in collaboration with the Director of Clinical Programs & Services. Ensure that all clinical files are current and that required record keeping is completed according to agency policy. Participate in the development and implementation of program evaluation, statistical analysis and research initiatives, including related performance indicators, disseminating information within prescribed time frames, in collaboration with the Director of Clinical Programs & Services and Decision Support team. Identify, assess and respond to risk management issues, including public and/or client complaints or concerns, ensuring incidents of a serious nature are reported in accordance with legislation, MCCSS requirements and agency policies. Ensure continuity of care and coordination of services to clients in partnership with other agency managers and staff. STAFF LEADERSHIP AND DEVELOPMENT Advance the clinical excellence and currency of interprofessional staff through the provision of leadership, supervision, motivation, guidance, support, education, training, resources and feedback. Conduct performance reviews as per agency policy, mentoring and coaching staff to set goals and create individual professional development plans. Hire, discipline and respond to staff complaints and/or grievances in accordance with the Collective Agreement, agency policy, and employment and labour legislation, with the support of People Services staff. Ensure adequate staff coverage through staffing, scheduling, and authorization of vacation, leave of absence and overtime requests. Convene regular team meetings to communicate all necessary information, changes to policies and procedures, current issues and initiatives. Oversee the process for field placement students and volunteers. Ensure relevant certification, regulation and licensing requirements of staff are met. CONTRIBUTION TO ORGANISATIONAL EFFECTIVENESS Maintain current knowledge of, adhere to, consistently administer and ensure staff compliance with the Collective Agreement and all agency policies and procedures. Ensure all staff adhere to legislated health and safety procedures, collaborating with other management team members and staff to provide response and resolution to identified issues. Collaborate with management team members in the development of plans to identify and mitigate risk management matters and to meet and maintain Accreditation Canada standards across the organization. Support the agency’s quality improvement philosophy through collaborative development and implementation of process improvement strategies and an agency‑wide performance measurement framework. Collaboratively participate in management team operational and strategic planning, decision‑making processes, policy development and preparation for collective bargaining. Function as a management representative and resource to Board Committees and attend Board meetings as a Service representative, as requested. Establish and maintain collaborative working relationships with community agencies and service providers to create and support an integrated system between Maltby Centre and all community partners. Liaise with agency staff and community service providers to enhance awareness, responding to requests for education, professional development and public relations as appropriate. Contribute to service integrity and support of the agency’s commitment to professional development through participation in regularly occurring supervision sessions, education and training. Represent the interests of, and provide leadership on behalf of, Maltby Centre at community planning tables and committees, as requested. Travel to satellite offices and other community partner locations within the service catchment area may be required The responsibilities listed above are representative and are not to be interpreted as inclusive EDUCATION, TRAINING, EXPERIENCE & QUALIFICATIONS Master’s Degree in a relevant field of study, regulated health profession and current unrestricted registration with relevant regulatory body, as applicable Equivalent combination of education and experience may be considered Additional education in management or administration of human services, an asset Experience providing direct service to children and youth with autism and their families, an asset Two (2) years’ supervisory experience, preferred Experience within a unionized environment, an asset Current certification in First Aid and Cardiopulmonary Resuscitation (FA/CPR), Non‑violent Crisis Intervention (NVCI), Applied Suicide Intervention Skills Training (ASIST) and Workplace Hazardous Materials Information Systems (WHMIS), an asset French Language proficiency, written and verbal, an asset COMPETENCIES: KNOWLEDGE, SKILLS & ABILITIES Demonstrated in-depth knowledge of and ability to apply clinical theory and practice related to autism services for children, youth and their families Proficiency required in a variety of computer applications such as MS Word, Excel, PowerPoint, Outlook, statistical, reporting and relational databases Thorough understanding of and ability to apply the principles and concepts of clinical supervision In‑depth knowledge of community‑based children and youth’s autism and mental programs and services. Sound leadership and management skills incorporating knowledge of human resources, budgetary practices and related legislation with the ability to motivate, develop and coordinate inter‑professional staff. Demonstrated commitment to a culture of continuous improvement and accountability with the ability to plan and implement program evaluation.
