Manager of Case Costing, MIS and HSFR

Summary of Duties
We are seeking an individual who will lead the Case Costing, MIS and Health System Funding Reform activities for the organization. This includes leadership of analytical support for operational issues, clinical productivity and efficiency measurement and evaluation as well as providing expertise in the development, monitoring and evaluation of business plans and budgeted volumes including Quality Based Procedure performance. They will also lead the maintenance and support of the case costing system, including reporting and educating stakeholders how to make use of the information and, they will play a prominent leadership role in Sunnybrook’s Clinical Utilization Team. As part of the Financial Planning & Analysis team, this person will be supported by a team of consultants and analysts. Specific responsibilities include:
- Liaising with Programs, Health Data Resources, Human Resources and Decision Support with regards to providing knowledge and technical expertise in the management, preparation and use of information to support decision-making.
- Liaising with the Decision Support Performance Measurement and Reporting Team in order to leverage the investment in information technology and systems to facilitate analysis and to support cost management.
- Direct the provision of analytical support with respect to costing to programs and clinical support departments, ensuring consistency of methodology across programs.
- Provide leadership and management to MIS, Case Costing & HSFR team, including managing the effective use of resources within the department to support the development of a high performing team.
- Focus the team on the provision of information utilizing both a push and a pull approach.
- Create innovative ways to leverage the available data to address the challenges or questions being encountered and to support program and corporate initiatives.
- Participate in and be seen as an active participant / leader where necessary in various corporate and system initiatives.
- Engage the users and ensure participation on program councils and other management structures wherever feasible.
- Actively participate in the creation of a culture where decision-making is evidenced based.
- Providing decision-making support to senior management, programs and department leadership.
- Acting as hospital liaison, involved with appropriate external committees (including MOH, LHIN, OHA) to ensure the organization is fully informed with respect to information requirements and new initiatives developed by these organizations.
Qualifications/Skills
- Must have excellent written and oral communication skills, coupled with exceptional interpersonal skills and the ability to be a team player.
- In-depth knowledge of Ontario Health Care Reporting Standards (OHRS).
- Master’s degree in either Health Care or Business Administration preferred.
- CPA designation an asset.
- Minimum 5 years hospital experience with decision support, financial analysis and/or utilization management.
- Experience at a managerial level in changing health care environment preferred.
- Knowledge and understanding of Ministry of Health and Long Term Care Health System Funding Reform Initiatives and methodologies including QBPs and HBAM.
- A strong understanding of hospital operational planning and budgeting and the ability to identify and communicate operational risks associated with current funding initiatives.
- Strong technical/analytical skills.
- Knowledge of and the ability to demonstrate use of hospital administrative datasets commonly used to inform decisions including but not limited to: DAD, NACRS, CCRS, NRS, OMHRS, Admission/Discharge/Transfer data, CCN registry and CCO Activity Level Reporting.
- Proven project planning and issues management skills.
- Excellent working knowledge of Excel, Power Point, Microsoft Project, Access.
- Ability to manage multiple tasks concurrently and work within tight timelines.
- Previous case costing experience preferred.
