CDEV has oversight of $55 billion of assets under management as of May 2024, and its high-profile roles in recent years include the purchase and ongoing management of the Trans Mountain Pipeline, the establishment of the $15-billion Canada Growth Fund, the sale of Ridley Terminals, and the establishment and operation of the Large Employer Emergency Financing Facility (LEEFF) program, which has provided over $7 billion in structured bridge financing to large Canadian companies across various sectors who were impacted by the COVID-19 epidemic. The “CDEV Group of Companies” keeps expanding as CDEV was recently mandated to deliver on Indigenous Loan Guarantee Program and is often sought out to establish new entities aligned to help achieve policy objectives.

Opportunity

Driven by CDEV’s increasing importance managing financial assets (debt, guarantees, warrants, equity) on behalf of the Government of Canada, CDEV is building an internal portfolio management function which will be initially staffed by the Director, Debt and Equity Portfolio Management. Over the course of the next two years, CDEV estimates that financial assets under management will grow by $2 billion to $3 billion in new debt and equity over and above the existing $2.7 billion of LEEFF assets and $5 billion in equity loan guarantees expected to be underwritten through the recently announced Indigenous Loan Guarantee Program. 

The selected candidate will be based in either Toronto or Ottawa (preferred), currently with a hybrid work option.

Position Overview and Responsibilities

The Director will report to the Executive Vice-President but is expected to work closely with various members of CDEV’s Executive Leadership Team (“ELT”), including the Vice President and Head, Execution and Advisory, and the Chief Financial Officer.

The Director, Portfolio Management is ultimately responsible for ensuring that CDEV’s (and its companies) portfolio of financial assets is monitored and managed consistent with industry best practices including:

· Developing and conducting reviews to ensure changes in risk profile are analyzed on an ongoing basis for potential deterioration and/or impairment and recommend appropriate action.

· Developing and preparing reporting for the CDEV ELT and board of directors to be informed of overall portfolio health and trends.

· Ensuring that documentation supporting CDEV’s financial asset portfolio is properly filed and organized, including ensuring that all post-closing requirements (loan / guarantee issue, reporting, post-closing documentation) are understood, documented, and diarized for effective monitoring and follow-up.

· Monitoring compliance with above requirements, alerting CDEV management of non-compliance and following up with borrowers / lenders, as may be required.

· Procuring requisite information required to stay current on developments which could impact CDEV’s financial asset portfolio. 

· Assisting CDEV’s finance function with portfolio management analysis relevant to financial reporting, including those required for interest calculations, valuations, provisioning, and expected losses among others.

· Reviewing requests for waivers, amendments, consents and analyzing supporting borrower submissions including e.g. cash flow forecasts and documents for approval by the appropriate authorizer(s). 

· Playing a key role in any asset restructurings, to the extent necessary.

· Representing CDEV in external meetings as required (e.g. advisors, clients, and Government of Canada staff).

· Building and maintaining a professional network required to effectively manage CDEV’s financial asset portfolio.

· Working on special projects with the ELT, as required.

Key Skills and Attributes

· Bachelor’s degree with significant (minimum 8 years) relevant experience in portfolio management; credit analysis; risk ratings; transactions and deals; debt financing, including project finance – particularly for high risk and/or distressed obligors.

· Understanding of infrastructure and industrial sectors and trends, including telecommunications/media, airlines, natural resources, and energy.

· Proven ability to eventually build and develop a team providing leadership, mentoring and oversight of junior staff.

· Ability to create professional reports and presentations for senior management and the Board of Directors, with limited oversight.

· Ability to engage effectively with CDEV stakeholders at all levels, including CDEV Board, CDEV's portfolio management teams, lenders and borrowers, and senior Government of Canada staff.

· A team player who is flexible, can pivot effectively between the detail and big picture and enjoys the variability of working on a diverse range of projects, including highly sensitive and confidential assignments.

· Strong proficiency in MS PowerPoint, Excel (including e.g. Power Query, Power Pivot, Power BI, VBA etc.), Word and Bloomberg / FactSet; other digital enablement and coding related skills are also an asset.

· General understanding of regulatory (OSFI) guidance applicable to credit risk as well as relevant accounting standards including International Financial Reporting Standards (IFRS) and Public Service Accounting Standards (PSAS) is an asset.

· CPA, CFA, or MBA is an asset.

· Understanding of the Federal Government and Crown Corporation environment is an asset.

· Proficiency in both official languages is an asset.
