GENERAL DESCRIPTION OF DUTIES

The Inspector General is a professional full-time, leadership position reporting directly to the Clerk of Court and Comptroller. This position is responsible for overseeing the planning, performing, and timely completion of audit work as assigned to the Internal Audit team in conformance with auditing standards and department policies and procedures. This Inspector General will conduct investigations relating to fraud, waste, and abuse in county government programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Oversee all internal audits being conducted to evaluate the effectiveness of financial controls, risk management systems and operational processes.
  2. Assess and ensure the compliance with applicable laws, regulations and policies.
  3. Prepare and disseminate reports of findings and recommendations to management.
  4. Provide leadership, direction and development opportunities for internal auditors.
  5. Propose recommendations to enhance operational efficiency and identify other areas of improvement.
  6. Validate reports of fraud, waste and abuse and conduct independent and objective investigations as necessary.

KNOWLEDGE, SKILLS AND ABILITIES

  1. Knowledge of principles, practices, and professional standards of internal auditing, accounting, finance, business administration and financial management.
  2. Knowledge of relevant laws and regulations.
  3. Proficiency in using ERP Systems and experience with data analytics.
  4. Experience in preparing and reviewing financial documents and audit reports.
  5. Public accounting experience preferred.
  6. Skilled in computer applications and systems necessary to effectively perform audit testing and complete electronic work papers.

EDUCATION AND/OR EXPERIENCE

Education:

  • Bachelor's degree or higher from an accredited college or university in Accounting, Finance, or related field.

Experience:

  • 5+ years of auditing experience that demonstrates the ability to apply attention to detail, strong analytical skill, and effective written/verbal communication.
  • 2+ years of leadership or management experience.

An equivalent combination of education, training and experience may be substituted at the Clerk’s discretion.

Licenses/Certificates:

  • Florida Driver's License, if any.
  • Professional certification of Certified Public Accountant (CPA) or Professional certification of Certified Internal Auditor (CIA).
  • Professional certification of Certified Inspector General (CIG), preferred.
  • If not currently certified, CIG certification must be obtained during first 12 months of employment with the Clerk of Court and Comptroller as required by Florida Statutes.

Criminal Background Checks

All employees of the Clerk's office are required to have their fingerprints scanned as part of the hiring process so that a criminal background check can be performed. All employment shall remain probationary at least until the background is cleared. Because it is necessary for all Clerk’s office employees to be bonded, any criminal background check results that reveal a finding of guilt by a court or jury, an admission of guilt or no contest in any criminal matter regardless of adjudication may result in termination even after probationary time is completed.

Employment with the Clerk's office is a statutorily appointed position and serves at the will and pleasure of the elected Clerk of Court.
