Who we are
The British Columbia College of Nurses & Midwives ("BCCNM") is the college empowered under the Health Professions Act to regulate the practice of all licensed practical nurses, nurse practitioners, registered midwives, registered nurses, and registered psychiatric nurses in British Columbia. Regulation helps to protect the public by ensuring that professional care or service received by the public is competent, ethical, and meets the standards that society views as acceptable.
As western Canada's largest health profession regulator, we believe a diverse and inclusive team enriches our efforts to protect the public. We welcome applications from all who reflect the communities we serve, and especially encourage Indigenous Peoples and members of equity-seeking groups to apply. We believe diverse perspectives and experiences bring both innovation and better outcomes to the work we do and the decisions we make.
BCCNM's commitment to Indigenous Specific Anti-Racism
As the largest health regulator in Western Canada, BCCNM has the opportunity to influence the health professionals we regulate, as well as the broader health-care system, to break the cycle of racism, and improve health outcomes for Indigenous Peoples. BCCNM has pledged to become culturally safe and anti-racist, and to support the health professionals we regulate to do the same.
What we offer you
We promise to provide you with rewarding work that challenges you. You will be part of a passionate team contributing to our important mandate of protecting the public. As a member of the team, you can expect to be working in a collaborative, team-based environment, and treated in a respectful and professional manner.
The expected starting base salary for this position is $109,000 - $120,000 annually, depending on a variety of factors including qualifications and experience.
The college takes a total reward approach to compensation. In addition to base salary, the college offers a generous vacation and extended benefits package. As an employee, you receive 100% employer-paid health and dental benefits. And we contribute to B.C.'s Municipal Pension Plan to help you secure your retirement income. To support you in work and life, we provide an employee assistance program and fitness allowance perk. Working with us allows you to enjoy flexible hybrid work. This position is located in Vancouver, but you'll be able to work remotely up to 3 days a week. Our office is closed for the 11 statutory holidays in B.C. as well as Easter Monday and Boxing Day.
What you'll be doing
The Project Manager (PMII) for CRM Solution is responsible for the delivery of projects within the Core Regulatory Transformation (CRT) program including (1) CRM solution delivery and (2) CRT ecosystem integration. The CRM Solution and CRT Ecosystem are significant components of the larger multi-year organizational strategic initiative called Business Transformation. The PMII will be responsible for planning, executing, and coordinating for an integrated delivery of a CRM upgrade while maintaining clear tracking and communication with other PMs for a successful CRT integration consisting of a finance system upgrade, document management, and data report integration. The PM must display excellent project management and stakeholder management skills, as well as effectively communicate with both technical and non-technical groups.
- Create and update PGP (Project Governance Process) documentation and work alongside Project Sponsor to report on the project to the PSG (Portfolio Steering Group).
- Collaborate closely with internal and external delivery partners to ensure successful delivery of the CRM Solution and CRT ecosystem integration.
- Refine and implement a Program Governance structure that is efficient and focused on bringing about success in the Core Regulatory Transformation.
- Engage with business stakeholders including the business Product Owners, Process Owners, SMEs, technical supporting teams and change management teams, ensure the inputs are gathered and analyzed thoroughly, and ensure that a rigorous method of measuring progress is in place for each project.
- Coordinate with internal and the vendors' Project Managers, develop project plan, manage timeline, scope, milestones, dependencies, risks, issues, actions, decisions, and budget on the day-to-day basis.
- Collaborate with cross-functional teams to ensure successful project execution as well as with contractors to ensure vendors are held accountable per SOWS/Service Level Agreements.
- Create and manage an integrated plan that includes areas of scope outside of the Vendor's responsibility.
- Identify and escalate new scope, risks and issues. Report project risks to CRT Project Sponsor and Product Owners. Mitigate and resolve issues that may impact project delivery across various projects.
- Identify project dependencies across the CRM solution and integrated ecosystem to the CRT Program Manager and Project Sponsor.
- Manage BCCNM internal project team members and enable close cooperation across all roles/functions.
CRM Solution and Ecosystem Integration Project Specific Duties:
- Participate in daily interactions with the POs by actively listening to their needs and concerns and guiding the conversation and actions with the project teams and vendors.
- Provide project management to the CRT Project Leadership (e.g. Product Owners) to ensure design, build, and implementation efforts are supported. This includes but is not limited to identifying appropriate attendees, planning and organizing workshop meetings, calendar and room bookings, document preparation and filing, whereas some of the duties would be supported by the CRT Coordinator.
- Ensure all risks, issues, dependencies and decisions related to CRM Solution and CRT Ecosystem integration are tracked in ADO. Specifically, make sure that any related items to the delivery of the CRM Solution are resolved with the status reported.
- Ensure that all CRM solution project dependencies/issues/risks/decisions are captured, shared, and addressed in collaboration with other PMs as required.
- Coordinate internal project resources: Work closely with internal teams to ensure that the necessary resources, expertise, and inputs are available for the vendor's design and implementation team, enabling smooth collaboration and project progress.
- Collaborate with Product Owners and SMEs to define and document project requirements, user stories, ensuring they are well-understood by the vendor and prioritized correctly in the Agile backlog.
- Work with internal teams to plan and execute testing (e.g., UAT - User Acceptance Testing) of the CRM solution, ensuring that business requirements are met and that the system works as intended before full rollout.
- Monitor vendor performance and deliverables: Track the progress of sprints, ensuring the vendor meets the agreed-upon milestones, quality standards, and timelines. Raise concerns or issues with the CRT Program Manager and/or vendor in a timely manner and drive corrective actions.
- Facilitate internal stakeholder communication: Provide regular updates on project progress, milestones, and risks/issues to key internal stakeholders (e.g., Project Sponsors, Product Owners). Translate Agile terminology and progress into terms that are relevant and understandable for non-technical business team members.
- Ensure that the project remains on track by managing timelines and milestones and resolve any issues that could delay the CRM delivery. Work with the vendor to ensure their sprints are aligned with overall project timelines.
- While the external vendor will manage daily standups and grooming sessions, ensure internal participation in key Agile ceremonies where necessary, such as sprint reviews, retrospectives, and backlog refinement, to maintain alignment with internal objectives.
- Ensure that appropriate documentation for the CRM solution is created and maintained as defined in the project plan. Plan for knowledge transfer sessions with internal teams post-delivery.
- Conduct retrospectives with internal stakeholders to capture lessons learned, identify areas for process improvement, and apply these insights to future sprints.
- Support post-implementation activities: Once the CRM solution is live, collaborate with internal teams and the vendor to ensure that post-implementation support, maintenance, and any needed enhancements are planned and executed efficiently.
Minimum Requirements:
- Bachelor's degree in Information Systems, Computer Science, Business Administration, or related discipline, plus recent project management experience or the equivalent combination of experience and education.
- 10+ years experience as a Project Manager in digital transformation, software development or infrastructure projects.
- Experience with CRM solutions: Familiarity with CRM platforms (Microsoft Dynamics) and their implementation lifecycle.
- Certification in Project Management (e.g. PMP or PRINCE2).
- Cross-Cultural Communication: Comfortable working with teams in different time zones (e.g., India) and managing communication across cultural and geographic boundaries.
- Experience in Agile environments: While the vendor is performing the Agile work, the PM should be familiar with Agile principles and practices to ensure effective oversight and collaboration.
- Demonstrated experience in strong leadership, communication, and conflict resolution skills.
- Extensive experience in stakeholder management, negotiation, and problem-solving.
- Proven ability to manage and collaborate with a system integrator, ensuring alignment with project goals, timelines, and quality standards.
- Experience transforming from on premise to cloud-based environments is highly desirable.
- Good technical knowledge of programming languages, databases, software development methodologies, and system integration.
- Strong foundation in project management principles Agile and Waterfall methodologies, and system integration.
- Strong understanding of public sector/health care industry regulations and compliance requirements is an asset, with a proven track record of ensuring technical solutions align with these standards.
- Regulatory compliance experience with proven track record of successfully navigating complex regulatory environments, collaborating with legal teams, and ensuring that all functional and technical requirements meet regulatory compliance is an asset.
- Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission's 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place's Calls for Justice (2019)) is an asset.
