Irving Shipbuilding Inc. is seeking a Senior Procurement Specialist, Logistics.

The Senior Procurement Specialist - Logistics will be expected to support internal stakeholders with the procurement of materials and services. This includes but is not limited to analyzing market conditions, supplier qualification, providing contracting strategies, and performing RFx events. A Senior Procurement Specialist will be required to negotiate and execute materials and services contracts, manage risk within the contract portfolio, and manage supplier performance. They will also need to manage KPIs, cost analysis, and the development/refinement of supply chain processes. The Senior Procurement Specialist will manage Subcontractor mobilization to site, including safety/security requirements, orientation, and kick-off meetings, while engaging with internal stakeholders (Engineering, Operations, Sustaining Capital Projects, Management, Senior Leadership, HSE, Finance, etc.).

This is a permanent full-time role based in Halifax Regional Municipality, Nova Scotia. The primary language of work is English. Qualifications:

  • Education: Post-Secondary Degree in Engineering, Business, or related subject. Procurement/Supply Chain accreditation SCMP, MCIPS, or ISM would be an asset.
  • Experience: 5+ years of relevant work experience in a procurement, supply chain, or engineering function.
  • Knowledge of Canadian Bidding law and Contract law considered an asset.
  • Knowledge of Supply Chain Procurement/Contracting performance metrics.
  • Experience with international supply chains considered an asset.
  • Knowledge of logistics within defense industries considered an asset.

All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).

Key Responsibilities:

  • Specific focus on inbound logistics aspects of all contracting requirements including but not limited to transportation standards, proper labeling, and packaging requirements, following industry best practices, and updating requirements with suppliers as required.
  • Pre-contract activity including program-wide stakeholder engagement to identify requirements, supplier qualification (PQQ), tender process, RFI, RFP, RFP with vendors, and tender evaluations.
  • Contract negotiation to agree on robust commercial agreements for ISI and the client.
  • Supplier management including developing and improving supplier quality, cost, and delivery performance across a wide portfolio of service and turn-key Subcontracts.
  • Contract management including execution of negotiated contracts through ISI’s ERP (Enterprise Resource Planning) & MRP (Material Resource Planning) systems, subcontract amendments, management of invoices from suppliers, and ensuring on-time payment.
  • Integrated sourcing initiatives including developing and implementing category sourcing strategies, analyzing market conditions (pricing, availability, lead-time, and capacity).
  • Continuous improvement including supporting new product introduction activities, applying principles of continuous improvement to supply chain processes, undertaking cost analysis for direct material and services, and issuing POs for material.
