POSITION OVERVIEW:

Startec Compression and Process is currently recruiting an Intermediate Project Engineer - Facilities to work at our Glenmore Office location (Suite 240, 4000 Glenmore Court SE, Calgary, AB, T2C 5R8). The Intermediate Project Engineer – Facilities’ role is to coordinate detailed engineering, procurement, and fabrication for assigned projects or project areas and ensure compliance with regulations and safety standards. Reporting to the Engineering Manager, the Intermediate Project Engineer – Facilities will assist in planning and executing projects, including budget management, procurement, and construction oversight.

KEY PERFORMANCE INDICATORS (KPI):
  1. FACILITY ENGINEERING (Weighting 50%)
    1. Facility Design & Optimization
      1. Support the Project Manager or the Engineering Manager in the development of the Design Basis Memorandum (DBM), Project Execution Plan (PEP), and any other associated Project Support Plans.
      2. Responsible for ensuring the design is executed such that the material budget defined within the Class III Cost Estimate is adhered to.
      3. Organizing the timely involvement of key stakeholders (Owners, Operations, and Construction etc.) in support of the design development process thereby mitigating Cost and Schedule impacts due to preventable late project changes.
      4. Monitoring technical design changes ensuring that only necessary changes are made as they apply to safety, code/spec compliance, maintainability, or operability.
      5. Participating in all levels of detailed design and 3D model reviews, Process Hazard Assessment, SIL analysis, constructability, operability, and maintainability reviews.
      6. Ensure compliance with industry standards, codes, and regulations.
      7. Conduct engineering calculations, simulations, and modelling to optimize facility performance and efficiency.
    2. Equipment Selection and Maintenance
      1. Select and specify equipment for gas processing facilities, including compressors, heat exchangers, separators, filters, etc.
      2. Develop maintenance strategies, encompassing preventive and predictive maintenance programs, to ensure equipment reliability and safety.
      3. Supporting both the Engineering and Procurement groups to ensure RFQs and POs for Vendor engineered and/or supplied equipment are complete and accurate to minimize change and mitigate cost increases.
  2. TECHNICAL EXCELLENCE (Weighting 45%)
    1. Project Execution
      1. The Project Engineer is functionally responsible for ensuring the following are monitored, controlled, and met on Schedule and on Budget:
        1. Quality Engineering and Procurement Deliverables
        2. Quality Vendor (Supplier) Drawing and Data Requirements (VDDR or SDDR) Deliverables
        3. Vendor Procurement and Fabrication Schedule Milestones
        4. Testing / Checking / Inspection / Quality Assurance Schedule Milestones
        5. Shipping Schedule Milestones
      2. Responsible for the development, checking, and issuance of complete and accurate Engineering Work Packages (EWPs) and/or Construction Work Packages (CWPs) on Schedule.
      3. Management of the Schedules and Man-Hour Budgets.
      4. Managing the identification, clarification, and disposition of Non-Conformances (NCR’s), Requests for Information (RFI’s), and Trends in support of the Management of Change Program (MOC).
    2. Safety & Environmental Compliance
      1. Implement and maintain safety management systems, emergency response plans, and environmental monitoring programs.
      2. Stay updated on safety and environmental regulations, incorporating them into the design and operation of gas processing facilities.
    3. Stakeholder Communication & Collaboration
      1. Communicate effectively with external stakeholders, such as clients, contractors, and regulatory agencies, to ensure compliance and project success.
      2. Foster positive relationships and maintain effective communication channels with all relevant stakeholders.
  3. CONTINUOUS IMPROVEMENT (Weighting 5%)
    1. Continuous Improvement & Innovation
      1. Ensures the incorporation of lessons learned from previous projects into the engineering of current projects.
      2. Stay updated with industry advancements and trends in packaging design and technology.
QUALIFICATIONS:
  1. Bachelor's degree in engineering, facilities management, or a related field.
  2. 5+ years of experience in the design, engineering, and fabrication of gas processing facilities.
  3. Experience in facility design, construction, and maintenance, preferably in a similar industry or environment.
  4. Knowledge of typical oil and gas equipment and systems such as Separators, Towers, Storage Tanks/Bullets, Flares and Knockouts, Instrument air, Heat Medium packages, Truck Loading, Pumps, Modularization etc., is an asset.
  5. P.Eng (APEGA) or Professional Licensee (Engineering).
  6. Knowledge of MS Office (Word, Excel, Project, PowerPoint), with a strong ability to work well with customers, vendors, designers, and fabrication staff.
  7. Good understanding of ASME / ANSI / API / CSA Codes and ABSA requirements.
