Why is this role important?
The Senior Analysts, Pharmaceuticals, will play a key role in providing analytical support to the National Prescription Drug Utilization Information System (NPDUIS). This may involve data analysis and interpretation, data management, assessing data quality, client support and stakeholder engagement, as well as leading or supporting the preparation of analytical products and indicators, including synthesis of information and critical review of external sources of information such as literature review and environmental scans.

What you'll do
1. Works with the Lead to support data management and the production of key deliverables for internal and external dissemination, including topical analytic reports, indicators, data tables, custom data requests, and relevant documentation.

2. Conducts data management activities including writing and updating statistical code required for the development, computation, analysis, and/or validation of key deliverables. This may include leading the development and execution of test strategies / test cases to ensure adherence with CIHI’s corporate information quality framework.

3. Maintains detailed knowledge of data, tools, and analytical techniques used to produce standard and ad-hoc outputs.

4. Conducts environmental scans and literature reviews to support the development of reports, statistics, and indicators.

5. Contributes to the development of materials (e.g., analytical reports, methodology or technical notes, presentations, educational, media, etc.) for dissemination of findings and knowledge translation, and reviews written products for analytic accuracy and quality.

6. Provides professional and timely client support to respond to internal and external client queries as required.

7. Ensures adherence to, and ability to demonstrate compliance with, CIHI’s privacy and security policies and procedures.

8. Maintains current knowledge of CIHI’s data holdings, database content standards, reporting standards, trends in health services research and health policy, and stakeholder information needs to support current work and contribute to the development of new analytic proposals.

9. Acts as a subject matter expert and mentors team members.

10. Participates in other meetings and corporate project teams as required.

What you'll bring to the table
• Undergraduate degree in pharmaceuticals, health information/administration, epidemiology, economics, statistics, social sciences or equivalent education/experience; a graduate degree in is an asset.
• Three to five years related experience working with relational databases / large datasets, including manipulating, maintaining and preparing data and presenting analyses and reports for different audiences.
• Proficiency with data manipulation and statistical software, such as Python, SAS or other statistical software is essential.
• Proficiency in use of Microsoft Office applications.
• Experience in drug utilization and expenditure data is considered an asset.
• Strong written and verbal communication skills and demonstrated ability to prepare, interpret and effectively present key analytical findings for different audiences is an asset.
• Strong attention to detail and advanced problem-solving skills.
• Proven organizational and time management skills, with an ability to manage multiple projects and priorities effectively to meet deadlines.
• Excellent interpersonal skills and ability to work as part of a multi-disciplinary team with minimal supervision.
• Fluency in English is required, bilingualism (English and French) is an asset.
• Previous experience working with CIHI data or related health data sets is an asset.

Pourquoi ce rôle est-il important ?
L’analyste principal, Pharmaceutique, joue un rôle important dans les activités d’analyse des données pour le Système national d’information sur l’utilisation des médicaments prescrits (SNIUMP). Ces activités peuvent comprendre l’analyse et l’interprétation des données, la gestion des données, l’évaluation de la qualité des données, le soutien à la clientèle et l’engagement des intervenants. L’analyste principal peut aussi être appelé à diriger ou appuyer la préparation de produits analytiques et d’indicateurs, y compris la synthèse d’information et l’examen critique de sources externes d’information (p. ex. analyses documentaires et environnementales).

Quelles seront vos responsabilités ?
1. Collaborer avec le chef de section pour appuyer la gestion des données et la production des principaux livrables (rapports analytiques d’actualité, indicateurs, tableaux de données, demandes de données personnalisées, documentation pertinente, etc.) aux fins de diffusion interne et externe.

2. Exécuter des activités de gestion des données, comme la rédaction et la mise à jour des codes statistiques requis pour la préparation, le calcul, l’analyse et la vérification des principaux livrables. Il peut s’agir notamment de diriger l’élaboration et l’exécution des stratégies et des scénarios d’essai pour assurer la conformité au Cadre de la qualité de l’information de l’ICIS.

3. Cultiver des connaissances approfondies des données, des outils et des techniques analytiques utilisés dans la production des rapports standards et spéciaux.

4. Effectuer des analyses environnementales et documentaires à l’appui de l’élaboration de rapports, de statistiques et d’indicateurs.

5. Appuyer la rédaction de documents (p. ex. rapports analytiques, notes méthodologiques ou techniques, présentations, matériel de formation et documents destinés aux médias) aux fins de diffusion des résultats et de transmission des connaissances, et examiner les documents afin d’en assurer l’exactitude analytique et la qualité.

6. Fournir un soutien rapide et professionnel en répondant aux questions des clients internes et externes, au besoin.

7. Assurer et démontrer la conformité aux politiques et aux procédures de l’ICIS en matière de respect de la vie privée et de sécurité.

8. Tenir à jour sa connaissance des banques de données de l’ICIS, des normes relatives à leur contenu, des normes de déclaration, de l’évolution des politiques de santé et de la recherche sur les services de santé, et des besoins en information des intervenants afin d’appuyer les travaux actuels et de participer à l’élaboration de nouvelles offres analytiques.

9. Agir à titre d’expert et encadrer les membres de l’équipe.

10. Participer à d’autres réunions et collaborer avec d’autres équipes de projet de l’ICIS, au besoin.

Que mettriez-vous à profit ?
• Diplôme de premier cycle en pharmaceutique, en information sur la santé, en administration de la santé, en épidémiologie, en économie, en statistiques, en sciences sociales ou combinaison équivalente de formation et d’expérience. Diplôme d’études supérieures, un atout.
• De 3 à 5 ans d’expérience de travail avec des bases de données relationnelles ou de vastes ensembles de données, ce qui comprend la manipulation, la tenue à jour et la préparation de données, de même que la présentation d’analyses et de rapports destinés à divers publics.
• Maîtrise de la manipulation de données et de l’utilisation de logiciels statistiques, y compris SAS, Python et d’autres logiciels statistiques.
• Maîtrise des applications de Microsoft Office.
• Expérience des données sur l’utilisation des médicaments et sur les dépenses en médicaments, un atout.
• Excellentes aptitudes pour la communication verbale et écrite et capacité manifeste à préparer, interpréter et présenter efficacement les principaux résultats analytiques à divers publics, un atout.
• Grand souci du détail et excellentes aptitudes pour la résolution de problèmes.
• Aptitudes éprouvées pour l’organisation et la gestion du temps, et capacité à gérer des projets et des priorités simultanément de façon à respecter les délais.
• Entregent et capacité à travailler au sein d’une équipe multidisciplinaire avec un minimum de supervision.
• Expérience de travail avec les données de l’ICIS ou avec des ensembles de données connexes sur la santé, un atout.
• Maîtrise de l’anglais essentielle; maîtrise du français, un atout.
