About Us

The Office of the Child and Youth Advocate (OCYA) is an Office of the Legislature. Our Office provides advocacy for young people receiving or seeking to receive services under the Child, Youth and Family Enhancement Act, the Protection of Sexually Exploited Children Act, and to youth involved with the youth justice system. The OCYA is also responsible for providing legal representation for young people in matters related to the Child, Youth and Family Enhancement Act and the Protection of Sexually Exploited Children Act. The OCYA conducts investigations and reports on issues arising from the serious injury to or death of a young person. The OCYA engages stakeholders in understanding the importance of respecting young people's individual and collective rights, interests, and viewpoints, as well as delivers public education.

The impact of colonialization continues to adversely affect Indigenous young people, their families, and their communities. Intergenerational trauma, systemic racism, and the legacy of residential schools are experienced by many Indigenous young people, who continue to be overrepresented in the child intervention system. Role

The Director of Human Resources is responsible for managing the planning, development and delivery of human resource programs, policies and practices for the Office of the Child and Youth Advocate (OCYA). This includes direction setting and managing the delivery of direct and indirect human resource services i.e., organizational effectiveness, staffing and workforce planning, classification, compensation, learning and development, employee relations, occupational health, and wellness etc.

This position provides leadership and advice to all OCYA staff, manages sensitive or high impact organizational human resource issues, and plays a key role in supporting the Executive Director, Strategic Support in all areas of Human Resources. This is a multi-faceted position requiring excellent interpersonal and communication skills and organizational and problem-solving skills. The diversity of this role requires the ability to multi-task, set priorities and be adaptable to change using knowledge of the Public Service regulations and directives.

Qualifications

Undergraduate degree in Commerce, Business Administration or Social Service with a specialization in human resource management, supplemented by at least six years of progressively responsible human resource experience.

Significant experience in providing advice to senior leaders in executive management positions, position classifications, employee relations and performance management is mandatory.

Significant and related management experience with proven strategic leadership in human resources coupled with an extensive background and experience in human resources management.

A professional designation in human resources would be considered an asset.

Knowledge of relevant employment legislation, regulations, policies applicable to the Alberta Public Service and working knowledge of the Government of Alberta HR systems (1GX etc.) would be considered an asset.

Given the overrepresentation of Indigenous young people in the child intervention and youth justice systems, preference will be given to individuals who self-identify and are known to others as Indigenous or who have had extensive experience working with Indigenous peoples and communities.

The critical competencies for success in this role are:

Systems Thinking - The Director is the principal advisor to the leadership team on related HR matters. To be successful, the Director must synchronize policy and overarching initiatives while integrating and aligning business plan goals from various programs to support the execution of OCYA strategy and the achievement of target outcomes. The Director needs to consider broader OCYA priorities when providing advice.

Creative Problem Solving - The Director Identifies and supports complex issues and problems that require further HR support and analysis for resolution. This role requires considerable analytical, interpretive and evaluative thinking to synthesize a diversity of information and to anticipate the impact of senior leadership's actions and initiatives. The ability to assess options and implications in new ways to achieve outcomes and solutions while bringing the right people together to solve complex problems and find solutions is critical.

Drive for Results - The Director must understand OCYA objectives on strategic and operational matters. The Director needs to remove barriers to collaboration and achievement of outcomes; forecast potential challenges and negotiate significant issues in advance.

Agility - The Director must take a proactive leadership role to anticipate, assess and readily adapt to changing priorities and effectively respond to and resolve program issues and concerns. While maintaining an awareness of changing priorities, the incumbent must proactively shift strategic focus and activities as appropriate.

Develop Networks and Build Collaborative Environment - To be successful, the Director will proactively build networks with peers in the PSC and Independent Legislative Offices, jurisdictional contacts and other experts in their field. The incumbent will build relationships by connecting and building trust in relationships with different stakeholders.

Develop Self and Others - The Director must be committed to lifelong learning and the desire to invest in the development of the long-term capability of self and OCYA staff by promoting organizational learning and development.

Salary
