SUMMARY OF THE POSITION
Person who participates in identifying the needs of the population and uses the appropriate techniques to implement various community action programs. She/he acts as a resource person for community groups.
SPECIFIC FUNCTIONS* Perform all the functions of Enforcement (AM) stakeholders in relation to section 33 of the Youth Protection Act, and to the Health and Social Services Act (S-4.2), where necessary; * Implement the provisions of the Youth Protection Act, the Youth Protection Reference Manual, By-Law 12 of the CBHSSJB, and policies and procedures of Cree Youth Protection Department, and of the CBHSSJB;* In collaboration with the youth and family, create the intervention plan, according to the time frames allotted; 30 days following the final measures;* Intervene on time in AM-oriented situations and implement Court-ordered measures or agreements that are subject to voluntary measures, as appropriate;
Intervene in crisis situations;* Provide ongoing practical and psychosocial support, encourage users to solve their problems and undertake activities that require individual effort;* Intervene in all cases in accordance with the framework for the child's life project; * Reintegrate or keep the child in the family environment or indicate the best plan for the child; connect with home community;
Prepare the family for the placement of the child outside the family unit, in accordance with the guidelines contained in the life plan, while ensuring that cultural ties are maintained; * Establish and maintain collaborative relationships with colleagues and partners, both internally and externally;
Participate in meetings and personalized review tables, depending on the request;
Represent the application of measures to internal and external committees, in accordance with the request;* Record notes in cases according to legal requirements and the administrative requirements of the Cree Youth Protection Department;
Be efficient and sensitive in dealing with users from a variety of cultural, racial and religious backgrounds, and sexual orientations;
Perform the tasks entrusted with competence, eagerness and efficiency, within the prescribed deadlines;
* Take part in the relevant vocational training, at the recommendation of the immediate supervisor; * Perform any other related tasks, at the request of the immediate superior.
Role in Application of Measures:
Person who performs conceptual, counselling, consulting, updating, analytical activities and evaluations in one or several social programs. * A person who is called upon to plan and carry out interventions applicable within the various processes and protocols in place at the Directorate of Youth Protection;* She/he participates in a professional skills development group;
She/he establishes the necessary collaborations with internal and external partners in the achievements of its mandate; * She/he completes the clinical-administrative tasks related to her duties;
She/he knows and enforces the S5 law and the YPA, which govern the intervention framework and the obligations to which the intervention is subject, as well as the clinical-administrative components related to it; * She/he understands and applies the integrated clinical process. Includes and applies reference frameworks, programs and protocols; * She/he includes the operation of the Youth Chamber; * She/he uses his experiences to understand and apply new programs, frames of reference, as well as practice-specific legislative frameworks.
REQUIREMENTS
Education:
Must have a college diploma (DEC) in technique of social work or other relevant college discipline of a recognized school by the competent ministry;
This job also includes the person who, hold a certificate of college studies in Social Work Techniques or Social Assistance Techniques;
Applicants with an attestation of college studies in Educators in Native Childcare Services or Special Needs Education aboriginal and Inuit children may be considered.
In the absence of applicants with the above-mentioned requirements, applicants with the below detailed requirements may be considered.
Education:
Must have a completed secondary 5 diploma from a recognized school by the competent ministry.
Experience:

Must have 3 years of experience in the field of Youth Protection;

Must have successfully completed the CHARLIE and PCFI trainings.
Knowledge and Abilities:
Proper knowledge of the community social environment;
Knowledge of Cree culture and social/health issues in Eeyou Istchee;
Knowledge and understanding of issues related to cultural diversity;
Knowledge of Eenou/Eeyou Pimaatsiiun healing practices and paradigms is an asset;
Ability to communicate with people, to run interviews and to establish and maintain a "helping relationship with beneficiaries";
Ability to work in collaboration with CMC community workers, NNADAP workers and other medical social services staff and other organisms within and outside the community;
Ability to understand and use the legal framework and all related documents in clinical interventions;
Skills in counseling and knowledge of the laws: Y.O.A, Y.P.A, S-5;
Some knowledge of the YCJA;
Knowledge and understanding of the basics of attachment theory and related disorders, as well as issues related to separation, withdrawal from family life, placement and reunification;
Knowledge and understanding of the main issues associated with clients treated according to the YPA and is involved in learning other more specific issues;
Knowledge and understanding of the stages, processes and benchmarks of normal development for children aged 0 to 18;
Knows and applies the different approaches used (youth protection mediation, mobilization, systemic, etc.);
Demonstrated ability to work in crisis situations as well as intervene in a context of authority while mobilizing the families;
Knowledge of child development, and of maltreatment issues;
Excellent clinical judgement;
Must show initiative, be dynamic, exhibit responsibility and professionalism;
Must be sensitive to issues within the family unit;
Ability to read and write reports (mandatory skills exam).
LANGUAGE* Fluent in Cree and English; * Fluency in French is an asset.
OTHER* Valid driver's permit class 5 meeting the standards of the Société d'assurance automobile du Québec and the Ministère des Transports du Québec;* Excellent driving record: Driving Record Request (SAAQ clic online Services - Citizens);* Available to travel inside and outside of the Eeyou Istchee territory, as required;* Must be occasionally available to work outside the regular working hours (availability);* Exemption from the Order (OTSTCFQ) available however, will be expected to keep membership to Order if active to execute reserved acts;* This position includes on-call periods.
