Position Summary

Reporting to the Director, Real Estate and Property Management, the Senior Manager, Property Management will provide strategic leadership in managing Dixon Hall's property portfolio. This role involves overseeing property managers responsible for specific locations and developing other critical roles within the department, such as safety and fire prevention workers and pest control strategy specialists.

Duties and Responsibilities
  • Develop, monitor, and oversee all site management-related programs, policies, plans, rules, regulations, contracts, and agreements in accordance with Dixon Hall policies, ensuring alignment with organizational goals and objectives.
  • Prepare detailed annual operating budgets, meticulously monitor budget projections, and conduct comprehensive five and twenty-year capital needs studies to optimize resource allocation and long-term planning.
  • Ensure meticulous agency regulation compliance and meet strict deadlines for documentation, maintaining comprehensive records to demonstrate adherence to legal and regulatory requirements.
  • Execute evictions when appropriate and adeptly manage escalated/complex tenancies, navigating legal processes with precision and sensitivity.
  • Conduct thorough reviews and interpretations of budgetary information and financial data, employing strategic cost-benefit analyses to manage financial risks and optimize resource allocation.
  • Provide expert oversight of all expenditures, meticulously ensuring the department operates within budgetary guidelines while maximizing operational efficiency.
  • Develop and implement robust strategic plans for effectively managing Rent-Geared-to-Income (RGI) properties, integrating innovative solutions and best practices to achieve organizational objectives.
  • Lead and mentor a high-performing team of property managers and support staff, fostering a collaborative and supportive work environment while upholding the highest standards of professionalism and service excellence.
  • Cultivate positive and proactive relationships with tenants through effective communication, conflict resolution, and community engagement initiatives, ensuring tenant satisfaction and retention.
  • Ensure meticulous compliance with all relevant legislation, including, but not limited to, RGI guidelines, the Landlord and Tenant Act, and Health and Safety regulations, implementing rigorous monitoring and enforcement protocols.
  • Provide expert guidance to property managers in handling difficult operational situations effectively, leveraging advanced problem-solving skills and industry expertise to resolve complex issues.
  • Develop and implement comprehensive contingency plans and emergency protocols for various scenarios, such as floods, fires, power outages, and natural disasters, prioritizing the safety and security of tenants and staff.
  • Assume leadership in senior-level operations decision-making during emergencies, collaborating with relevant stakeholders and authorities to mitigate risks and minimize disruptions, including fire, flood, emergency, natural disasters, or other force majeure events.
  • Foster close collaboration with internal and external housing authorities and key stakeholders to address complex operational challenges and develop strategies for continuous improvement.
  • Stay abreast of changes in legislation and regulations, including the Residential Tenancies Act (RTA), Housing Services Act (HSA), Accessibility for Ontarians with Disabilities Act (AODA), and Ontario Human Rights Code (HRC), ensuring proactive compliance and timely implementation of necessary adjustments to operational procedures.
  • Direct the implementation of eviction prevention and eviction programs, collaborating closely with legal counsel, social services agencies, and community organizations to provide comprehensive support to tenants facing housing insecurity and prevent homelessness.
  • Special projects as assigned by the Director, Real Estate and Property Management.

Qualifications
  • A minimum of seven (7) years of management experience or related experience.
  • Management experience in a unionized environment.
  • Experience with YARDI (Voyager 7S) would be an asset.
  • Bachelor's degree in Business Administration, Real Estate Management, or a related field. Advanced degree or professional certification (e.g., RPA, CPM) preferred.
  • Minimum of 5 years of property management experience, focusing on affordable housing or rent-geared-to-income properties.
  • Strong understanding of RGI guidelines, affordable housing programs, and relevant legislation in Ontario.
  • Excellent leadership and team management skills.
  • Exceptional communication and interpersonal skills.
  • Proficiency in property management software and MS Office Suite.
  • Demonstrated ability to analyze financial data, develop budgets, and make data-driven decisions.
  • Must be qualified to work in Canada legally for the employer.
  • Able to provide a Vulnerable Sector Screening check with a ‘Clear’ or satisfactory result that meets the agency's operational requirements.
  • Must have up-to-date vaccinations against COVID-19 with a vaccine approved for use in Canada.
