The London Family Health Team’s vision “Partners in health, creating a healthier community” guides how we offer high quality team-based primary health care for our patients in London Ontario. We are a diverse group of health care practitioners, including family physicians, who provide health care at three locations. The team provides a broad spectrum of primary health care services to 21,000 patients to ensure they get the care they need when they need it.

Position Summary:

Accountable to the Board of Directors, the Executive Director (ED) has the overall responsibility for leadership, management, and operations of the LFHT. The ED supports the Board in developing its long-term strategic direction.

The ED ensures that appropriate systems are in place for resource identification and utilization, risk management, human resources management, finance, public relations, and integration with community partners.

The ED is a strategic leader who advises the Board on all matters related to policy and risk, quality improvement, program development and evaluation, and resource management within the LFHT and the broader health care system.

Duties and Responsibilities include:

  • Board and Governance
    • Responsible to the Board for the overall leadership and day to day management of the LFHT in accordance with policies established by the Board and Ontario Health, and subject to the direction of the Board.
    • Advises the Board on system level issues and challenges including health system strategies relevant to the LFHT and the execution of its role within the system.
    • Acts as the Secretary (ex-officio officer) of the Board, provides administrative support to the Board and its committees in exercising its governance role and is a non-voting member of the Board.
    • Advises the Board on compliance with relevant legislation, regulations, government directives, guidelines, policies, and procedures.
  • Strategic Planning
    • Leads the LFHT in creating and implementing strategies and tactics that ensure alignment of outcomes with the strategic direction and vision set by the Board.
    • Proactively identifies and explores growth opportunities that advance the vision, mission, and strategic direction of the LFHT.
    • Actively participates in system-level strategic planning initiatives aimed at advancing primary care within the health care system.
  • Community and Stakeholder Engagement
    • Effectively manages the LFHT’s relationship with the Primary Care London Family Health Organization (FHO) ensuring integrated team-based care delivery.
    • Represents the LFHT to the community, government and other organizations and agencies.
    • Ensures that LFHT appropriately works with health care partners and Ontario Health to promote coordination, integration, and/or planning of local health care services.
    • Participates on a variety of external committees, partnerships, and councils as a trusted partner and expert to advance thought leadership, innovation, and collaboration.
  • Leadership and Human Resources
    • Interprets and implements the strategic direction of the Board, incorporating goals and objectives into operational plans and activities in compliance with Executive Limitations.
    • Coaches, mentors, and empowers people, fostering individual and organizational learning and a positive work culture.
    • Effectively manages Occupational Health and Safety issues according to legislated practices.
    • Promotes and demonstrates an inclusive culture for health equity and diversity.
  • Financial Management
    • Ensures sound fiscal management of LFHT and effective financial and administrative systems are in place to support timely financial decision making.
    • Ensures the provision of high-quality patient centred primary care for patients while optimizing financial resources and ensuring compliance with all legislative requirements.
    • Develops and implements an annual operating plan that aligns with LFHT’s mission, vision, strategic plan, goals, and objectives within terms and conditions of the FHT’s funding agreement.
    • Develops and implements ongoing capital repairs and improvement including technology infrastructure, as approved by the Board and/or Ontario Health, and within Executive Limitations.
    • Prepares and provides financial and statistical reports for Board decision making, securing Board and Ontario Health approval as required.
  • Operational and Information Management
    • Supports clinical programs through collaboration with the team and the FHO to develop patient centred practices and policies that meet professional and best practice standards of care.
    • Manages all contracts for the provision of facilities, purchased services, including bookkeeping and payroll, annual external audit, human resources information system, information technology support and procurement.
    • Acts as Chief Privacy Officer to ensure compliance with all relevant privacy legislation.

Qualifications and Experience:

  • Minimum of five years’ experience in a management level including financial planning and budget management in a healthcare environment, preferably in a primary care or community health environment.
  • University degree in Health or Business Administration or health-related discipline, or a suitable combination of education and experience; master’s degree preferred.
  • Business management skills in finance, information technology, performance metrics, and human resources.
  • Experience in working with government agencies at a variety of levels, from Ontario Health, including Ontario Health at Home (previously known as Home and Community Care Support Services), to the Ministry of Health.
  • Experience in effective strategic planning, policy development, quality improvement and proven ability to lead change and implement creative solutions.
  • Demonstrated ability to lead inter-professional teams.
  • Demonstrated competency in digital health including information technology literacy related to IT infrastructure, other hardware, and software for healthcare efficiency.
  • Commitment to anti-racism, equity, diversity, inclusion, and belonging.

Other assets: experience in clinical program planning, development, and evaluation; commitment to lifelong learning; and resourcefulness and flexibility to meet the needs of the organization; knowledge of relevant legislative requirements including health and safety, privacy, and employment legislation; knowledge of electronic health record systems and in particular PS Suites.
