Main Purpose and Function

The Planning Analyst provides a range of technical, analytical and graphic support to the Community Planning Division. This group is responsible for the development and implementation of the City’s community and area plans, including a broad range of complex land use, policy and projects. The Planning Analyst supports the implementation of the recently adopted Vancouver Plan with a primary focus on the streamlining and consolidation of existing downtown policies. In addition, this position supports ongoing planning efforts on Granville Street and other items related to community planning. The main responsibilities of the position include researching, conducting data collection and analysis, providing graphic support and mapping, drafting presentations and organizing public consultations.


Specific Duties and Responsibilities

  • Developing and conducting research on a range of planning and policy issues
  • Sourcing and developing property, demographic and or other statistical information to support planning initiatives.
  • Supporting qualitative and quantitative analysis of environmental, economic, and demographic data for use in projects and supporting the evaluation and monitoring of city community plans.
  • Collecting, managing, and interpreting various sources of data, including the regular use of GIS, MapInfo and ArcGIS software.
  • Developing and conducting in-depth research and analyses on topics related to land use and policy.
  • Writing reports and technical papers for senior staff in PDS and other departments.
  • Organizing and facilitating public consultation processes.
  • Developing informational and graphic materials for public open houses, workshops and for inclusion in Council reports.
  • Summarizing public consultation processes and survey results for senior staff and the public, in order to inform next steps in the planning program.
  • Maintaining and updating websites and helping coordinate social media outreach.
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • University graduation and some professional experience in a field related to urban planning; or university graduation, a post-graduate degree or other recognized diploma in urban planning and no experience.
  • Membership or eligibility for membership in the Canadian Institute of Planners is preferred.

Knowledge, Skills and Abilities:

  • Considerable knowledge of the City's community and area plans, and environmental/sustainability related policies.
  • Considerable knowledge of zoning and land use regulations.
  • Working knowledge of, and experience with GIS software (e.g., MapInfo, ArcGIS), proficiency with Microsoft Office.
  • Strong organizational and project management skills.
  • Sound research and analytical abilities and demonstrated experience in planning related research, data, monitoring, policy analysis and communicating findings.
  • Advanced graphic skills and experience with the Adobe Creative Suite and other similar design related software.
  • Strong interpersonal and written and verbal communications skills, as well as the ability to communicate with the public in person and over the phone.
  • Ability to exercise initiative and sound judgement in managing workload while delivering projects on time.
  • Ability to work independently and participate successfully on work teams.
  • General knowledge of City by-laws, processes and policies would be an asset.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
