Job Responsibilities
(Internal Title: Senior Cost Analyst)
- Responsible for developing, analyzing, and controlling the time sheet of the assigned projects and communicating cost data to ensure effective cost management across the organization
- Collaborate closely with project teams, project managers, and other stakeholders to understand project goals, objectives, and requirements and translate them into detailed cost estimates, budgets, and forecasts
- Manage the allocation of project resources, including personnel, materials, and equipment, to ensure that project costs are accurately captured and reported
- Prepare and present cost reports and updates to project stakeholders and leadership, providing insight and recommendations for cost optimization and control as needed
- Develop cost management processes, methodologies, and best practices to improve cost performance and efficiency across the organization. Monitors and validates subcontractor timesheets and expenses
- Manage the creation of cashflows and “Estimated Final Costs” for large capital projects
- Prepare Reconciliation Assessment and Reconciliation Certificate
- Finalize and sign off on progress reports and status of contracts
- Review the billing schedule according to the workplan and provide recommendation
- Ensure schedules for acquisition projects are prepared, monitored, and maintained
- Review reports and supporting documentation for project approvals and contract awards
- Prepare monthly accruals related to project-related contracts
- Establish and provide analysis for Earned Value as required
- Support in the analysis and the explanation of performance indicators to CA (Earned value, WIP, billing, accruals, ETC, forecast, etc.)
- Support in the analysis of progress reports against budgeted expenditures and explanation of variances and recommendations to mitigate project risks
- Assist in development of process and procedures
- Monitor change orders and updates forecast budget
- Assist in the preparation of project accrual reports and participates in Contract Administration department in the procedures related to the monthly closing activities.
- Supports the analysis of work in progress (WIP) to ensure that all costs are invoiced in the correct period and that invoices are issued to client in accordance with the terms of the sales contract and the established methods (time and materials or flat rate)
- Provide guidance and mentorship to junior cost analysts and assist project managers in identifying and tracking project costs, variances, and trends
- Ensures compliance with client policies, internal procedures, and accounting standards
- Performing other duties, as assigned

Qualifications Required
Experience:
Minimum of 8 years of related experience
Education:
- Diploma or Bachelor’s degree in Business Administration, Accounting, Economics, or a related discipline
Licenses OR Certifications:
- Registered for and seeking AACE CCP, CEP, PSP, PRMP, EVP, or PMI equivalent
- Has completed equivalent training or successfully passed designated proficiency testing in lieu of the above
Skills and Competencies:
- Thorough knowledge of Contract Administration principles, methods, procedures, and practices, as well as project management methods and practices
- In-depth understanding of Business Administration concepts with emphasis on scheduling principles combined with a good knowledge of budget and cost control concepts
- Excellent competency in MRP systems including MAXIMO and EcoSys, WorkDay, is considered an asset
- Demonstrated experience with systems including extensive relational database design concepts and spreadsheets to correlate operational and financial data (Sr Level)
- Tailor technical information for different audiences through presentations, reports, and other means independently
- Must foster relationships with various stakeholders
- Tact to perceive and ameliorate conflict and tension
- Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
- Keen eye for detail and adept problem-solving abilities
- Must have demonstrated experience relaying and receiving information (written and verbal)
- Excellent reading and language comprehension
- Ability to detect and capitalize on others' strengths
- Demonstrated capability to lead Cost Analysts, supervise, delegate, and develop capacity
- Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
