NATIONAL OCCUPATION CODE 21222 POSITION TYPE FULL-TIME Under the general direction of the Property Projects Engineer, the GIS Specialist will be responsible for GIS system integrity and development, cadastral mapping, coordination and reliability of geodata to support designers and other professionals in the enterprise or from external organizations working on subject matter with property and land rights content. Responsibilities:
  • Maintain and grow the GIS platform and associated applications using FME and other GIS/Geomatics tools.
  • Create and edit cadastral (title/encumbrance/parcel) polygons, using GIS and CAD software according to internal specifications and legal descriptions interpretation.
  • Digitize and/or COGO line work from survey plans/metes & bounds descriptions, while complying with topological constraints and other mapping standards.
  • Integrate CAD drawings and/or tabular data into GIS datasets, while ensuring compliance with CAD specifications.
  • Compose and interpret legal land descriptions as per LTO (Land Title Office) standards.
  • Interpret and examine certificates of titles, caveats, old system abstracts, or any other document describing the extent of, or interest in, land for an indication of the recorded interests thereon.
  • Liaise with designers, land agents, land appraisers, lawyers, and engineers to communicate property technical information as it relates to facility locations in relation to land rights.
  • Advise on geodata accuracy and provide recommendations on the best use and application of geodata based on geomatics acquisition and processing methods.
  • Prepare cartographically appealing maps/sketches and web maps for various property clients.
  • Produce geospatial analysis to examine the proximity or quality of geodata.
  • Update departmental land information system to record land transactions and maintain accurate land base.
Qualifications:
  • Successful completion of a diploma or degree in GIS/Geomatics from an institute of recognized standing plus two years of related experience.
  • Extensive experience with geodatabase topologies and parcel fabrics along with Online Web-based products and FME.
  • Proficiency in mapping and analytics software platforms, as well as geospatial data integration tools.
  • Thorough understanding of coordinate and land registration systems including Dominion Government Survey Systems prevalent in the Province of Manitoba.
  • Solid knowledge of Legal Survey data processing, interpretation and writing of legal land descriptions; field to office workflows, spatial accuracy, least squares adjustment, cadastral theory; datum transformation and projection; topology; geo-referencing and drafting techniques.
  • Experience with Python coding is an asset.
