Position Summary
The Senior Data Scientist serves as the subject matter expert in study design, data science methodology, advanced analysis (complex statistical analysis, machine learning and artificial intelligence), visualization, interpretation and reporting components of evaluation, quality improvement and research projects. The Senior Data Scientist will apply an advanced breadth of knowledge in statistical modelling, machine learning, and artificial intelligence techniques to unlock new insights and value of a wide range of healthcare datasets and provide recommendations for organizational operations and clinical programs. This role will lead the practice of leveraging the REDI team and organization in the deployment of emerging techniques and tools of AI/Generative AI, ML/AutoML and other advanced analytics to support the organization’s data-driven decision-making practice.
The Senior Data Scientist works with other data scientists and evaluators from other PCNs to support pan-PCN collaborations, as required. The role may involve collaborating with Alberta Health Services, the University of Calgary and other external stakeholders for evaluation and research projects.
In collaboration and joint accountability with evaluation team members, this position has a high degree of autonomy in producing expected high-quality results. The Senior Data Scientist is expected to independently lead cross-function project teams throughout the process with minor supervision.
Key Responsibilities
Development of Advanced Data and Analytics Strategy
- Provides analytic direction and expertise, and leads advanced analytics practice: MP, generative AI, and advanced statistical modelling for research, evaluation, and quality improvement projects.
- Development of preliminary and final analytic plans to support business insights and evaluation planning. Perform detailed cohort preparation, data pipeline flow, and data dictionaries.
- Assessment, selection, and application of appropriate statistical, ML or AI methods through literature review. Articulation of methodological limitations and presentation of results/conclusions to the Evaluation Manager.
- Uses statistical knowledge to gain insight into data variances, patterns, and trends where applicable. Work will involve the use of a variety of predictive modelling and/or simulation techniques.
- Assesses data quality; identifies risks or barriers to meeting analytic and reporting objectives.
- Plays a critical role in leading the team through the transition to data warehousing, machine learning and artificial intelligence in the AWS environment.
- Building, training, tuning, and deploying machine learning (ML) models on AWS.
- Develop AI and ML solutions to understand clinical and operational performance, bring them cutting-edge AI and GenAI products, and recommend proactive and efficient ways to serve the organizational objectives better.
- Collect, analyze, and integrate relevant information from Mosaic PCN, Peer PCNs, and other external agencies including Alberta Health Services, Alberta Health, Statistics Canada, City of Calgary etc., to provide insights and reports for program evaluation, quality improvement, and planning projects.
- Assists with knowledge transfer of the research findings to quality improvement and changing practices within Mosaic PCN programs.
Business Intelligence and Reporting
- Creates visually engaging, user-friendly, and compelling reports and dashboards in organizational BI platforms (Amazon QuickSight, Tableau and Power BI).
- Conduct advanced ML and AI techniques in AWS environment and incorporate them into BI reports. Establish automatic data pipeline and analytic flow to incorporate data extraction, data cleaning, transformation, analysis, and reporting.
- Supports quarterly KPI reports, annual reports, and operational KPI reports and provides insights on KPI trending and identifying drivers of changes.
- Performs ad hoc/custom data extractions, summaries, and analyses to support operational needs.
- Summarize findings and conclusions from analytics and reports to inform managers and directors for awareness and changing practices within Mosaic PCN programs.
Data Quality and Documentation
- Verify and validate the integrity and rigour of primary and secondary datasets through quality assurance reviews of data extraction, linkage, analytics, and automation.
- Evaluate the data quality and the impact of ML/AI techniques and identify the solution (data transformation, imputation, outlier identification and manipulation etc.).
- Creates documentation standards and maintain comprehensive documentation related to Mosaic PCN data holdings and reports including methodology notes, analytical plans, data dictionaries, measure definitions, reporting details, decision requests, options/recommendations etc.
Stakeholder Relationships
- Advise clients when data is not available or is inconsistent with the request to determine a feasible alternative and keep clients apprised of progress to meet required timelines.
- Engages and liaises with the project team and other stakeholders through the project lifecycle - from feasibility through development to aid in data collection, data cleaning, analysis, and reporting.
- Work with stakeholders for projects at the Calgary Zone and Provincial levels.
- Build and maintain connections and collaboration with local, provincial, and national Data Science, ML and AI communities to gain knowledge of the emerging technology.
- Build and maintain working relationships with stakeholders from external agencies including Alberta Health Services, University of Calgary, HQCA, City of Calgary, Alberta Health, CIHI etc.
Team Support
- Provide guidance and mentorship for the team's work assignment/distribution.
- Provide subject matter expertise, coaching, mentoring, and advice to peers and fellow team members.
- Participates as needed in the prioritization of requests of advanced complexity to balance competing demands when total workload exceeds available capacity, analyzes existing and future resource requirements across all requests to quantify the gaps, and subsequently proposes recommendations to the Manager for remediation.
- As a case matter expert, resolves (tiebreaker) technical disagreement amongst the team on standards or practices where no resolution can be found.
- Proactively acquire the emerging ML, Generative AI techniques and tools to expand the team analytics capacity.

Qualifications & Requirements
Education
- Master’s degree in statistics, data science, machine learning, artificial intelligence or a health-related discipline that includes a strong grounding in data processing, and graduate-level statistical analysis training.
Experience
- Minimum of eight (8) years of relevant experience in data science/analysis/research working with spreadsheets, databases, and tools for querying, integrating, analyzing, interpreting, and presenting data.
- At least five (5) years of working experience in statistical modelling, data science, machine learning, and artificial intelligence.
- Advanced experience in cloud computing environment, specifically Amazon Web Services (AWS) Platforms and Services is mandatory (minimum three {3} years’ experience).
- Advanced level of proficiency in BI software: e.g., Tableau, Power BI, Amazon QuickSight (minimum five {5} years’ experience).
- At least three (3) years of experience in Snowflake.
Knowledge and Skills
- Possesses advanced knowledge of study design and methodology.
- Advanced experience in explanatory modelling and predictive modelling including regression modelling, survival analysis, forecasting, decision tree, clustering, classification and ANN.
- Proficiency in developing analysis in Python and experience with relevant ML libraries and frameworks (e.g., Scikit-learn, Pandas, Matplotlib, Tensor flow or Pytorch)
- Proficiency with building ML/AI pipelines and relevant tools (e.g., Kedro, MLFLow).
- Skills must include high proficiency in SQL, and implementation of advanced analytics using Python and/or R for data manipulation and analysis.
- Working knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Visio, and Access) and the ability to become proficient with new software packages.
- Excellent knowledge of the Alberta health system and demonstrated experience and knowledge working with datasets from external agencies including Alberta Health Services, Alberta Health, Statistics Canada, City of Calgary, HQCA etc.
- Demonstrated aptitude for mentoring and leading a team or project and the ability to work independently in a dynamic, team-oriented environment.
Working Conditions
- Occasional evening and weekend hours required.
- Ability to travel on public transportation or a valid driver's license with access to own car in good repair is required.
