Senior Project Manager

Overview
Reporting directly to the Manager, Engineering Planning, the Senior Project Manager provides leadership for the strategic development and implementation on current and long-range master infrastructure planning and asset management for the City. The Senior Project Manager utilizes their extensive knowledge of sanitary sewer, water supply, roads, and flood protection networks to develop capital plans for infrastructure replacement and upgrades, develop and administer agreements, contracts, policies and bylaws. This position will oversee the strategic planning and implementation of the City’s flood protection program including administering the program’s long-range roadmap. This position supervises, assigns and reviews divisional staff work; identifies and implements strategies to deliver projects and prioritize work assignments when conflicting deadlines arise; administers grant applications; represents the City at external committees; and manages budgets and financial statements associated with the Capital program. In a senior capacity, the Senior Project Manager will oversee Project Managers/Project Coordinators in relation to hiring and day to day performance management of staff.

Knowledge, Skills & Abilities:

  • Strong municipal engineering technical knowledge in asset management and capital plans for infrastructure replacement and upgrades for sanitary sewer, water supply, roads, and flood protection networks.
  • Proficient in managing projects delivered by internal and external engineering consultants.
  • Strong knowledge of regulatory and contract management risks and issues.
  • Ability to prepare and present reports and presentations to Senior Management, Committees, Council and Mayor, and external organizations as directed, and are able to adapt and lead change using superior interpersonal skills and excellent communication skills.
  • Ability to deal effectively with elected officials and the public with tact and diplomacy.

Qualifications and Experience:
You possess 10+ years’ experience including a combination of engineering and project management experience in design, construction, consultant administration, contract administration and construction inspection, asset management and master infrastructure planning; University Degree in Civil Engineering with Professional Engineer (P.Eng.) designation preferred. An equivalent combination of education and experience on utility infrastructure projects would also be considered. Experience in municipal or consulting engineering would be desirable. In addition, Project Management Professional (PMP) credentials are recommended. Candidates should be registered or are eligible for registration with the relevant professional association in British Columbia (EGBC, ASTTBC). A valid Class 5 Driver's Licence for the Province of British Columbia.

Working Conditions:
Duties are mostly performed in an office environment, with some construction site visits and inspections. Some field work may be required.
