The Sector Support, Performance and Accountability (SSPA) portfolio enables an equitable, sustainable and accountable healthcare system through leadership and support for system planning, funding, performance and accountability. Additionally, the portfolio provides support for sectors across (e.g. hospital, home and community) the healthcare system through policy, system insights, and serving as connectors between OH regional teams, clinical program areas, and other partners.

The Director, Sector Planning and Capacity Optimization is responsible for the conceptualization, development and implementation of data-driven and evidence-informed planning to enable optimization and enhancement of capacity across health sectors . Additionally, the Director is the lead for Ontario Health’s strategy and projects related to Integrated Health Services Centres (ICHSCs).

The Director is a senior level position reporting to the Vice President, Sector Support, Performance and Accountability. The Director works with clinical leaders, health service providers, Ministry and executive level stakeholders and provides strategic leadership to multiple operational areas/programs that have complex mandates/objectives and large provincial impact. The Director is a relationship builder and fosters partnerships and collaboration within their teams and across the organization.

Here is what you will be doing: 

  • Leads development, cross-organizational planning and implementation of strategies to enhance capacity across health sectors. This includes recommendations for investment and allocation plans to ensure capacity appropriately aligns with demand, emerging evidence, and strategies to optimize existing capacity.

  • Facilitates and enables cross-organizational approaches in support of capital infrastructure planning, while also leading the implementation of multi-year capital investment strategy recommendations for priority areas including advising hospitals and MOH on major facility expansions and their system impact.

  • Oversees and manages Ontario Health Strategy related to Integrated Health Services Centres including enabling successful expansion and operations, aligned with system goals.

  • Directs prioritization and execution of complex projects in the areas of scenario planning, trending and forecasting related to estimating future need for resources and regional allocation of resources.

  • Oversees the development of descriptive, predictive, and prescriptive modelling to design, deploy, and evaluate health system initiatives and enable understanding and enhancement of sector capacity. This includes leveraging Artificial Intelligence/Machine Learning as appropriate.

  • Oversees the administration of specific funding allocations, including the annual ~35M capital equipment grant for radiation treatment equipment and funding for PET-CT machines to ensure ongoing access to state-of-the-art technology.

  • Leads provincial procurement initiatives to develop, deploy and execute provincial master pricing agreements for major capital equipment to support stewardship of resources and drive value.

  • Fosters critical relationships with key stakeholders (e.g. OH and health care executives, MOH, physician business groups, and healthcare practitioners/providers) to enable collaboration, facilitate integrated approaches, and ensure alignment with broader health system priorities.

  • Manages the department’s goal setting, annual operating plans and budget and provides appropriate risk identification and mitigation strategies

  • Provides full scope of leadership responsibilities to the department including recruitment and retention, setting/measuring performance outcomes, career development, employee engagement etc.

  • Maintains broad understanding of changing priorities, trends, legislative requirements and/or other internal and external emerging health care issues and their potential impacts on system goals, priorities and activities within the mandate of OH

  • Creates and fosters an environment to support a high functioning, resilient team. Mentors and coaches staff and promotes an inclusive and equitable workplace

  • Other duties as assigned

Here is what you will need to be successful:

Education and Experience 

  • Post-Secondary degree or equivalent in business or health administration, public policy, health policy, or clinical profession (nursing, social work, allied health, pharmacy, etc.) required and Master’s degree preferred

  • Minimum of 10 years of experience working with guiding, influencing, implementing, etc. policy at system level (can be done as provider contributing frequently to provincial sector tables), with a minimum of 5 years in progressive leadership positions managing teams

  • Prior experience in system planning, capacity planning, and strong understanding of Ontario’s health system

Knowledge and Skills 

  • Demonstrated knowledge of project management practices including the ability to translate broad goals into detailed strategic and operational plans; develop and implement services and programs that meet the overall program’s needs, develop and maintain an operating budget; independently solve problems and make decisions to keep projects moving

  • Demonstrated ability to engage and build relationships with diverse stakeholders, including health care executives, government, physician leaders, scientists, staff and external partners in a multi-disciplinary environment

  • Proven ability to lead high-performing teams and superb management skills

  • Proven problem-solving techniques and facilitation skills

  • Strong judgement skills with a results orientation focus, strategic thinking and reasoning skills involving highly complex issues and limited precedent 

  • Broad understanding of changing priorities, trends, legislative requirements and/or other internal and external emerging issues and their potential impacts on goals, priorities and activities within the function and across the organization

  • Exceptional communication skills, including the ability to create and deliver effective presentations at conferences and workshops and to senior level decision makers, including Executives and Vice-Presidents

  • Demonstrated relationship building skills, including experience leading change initiatives
