Reporting to the Traffic Services Supervisor, the Senior Traffic Engineering Technologist provides high level technical support to the Traffic Authority / Deputy Traffic Authority and overall Traffic Management Division in relation to all aspects of traffic controls (traffic signals, pavement markings and signage) on the municipal roadway network. This position provides specialized technical expertise, project coordination and guidance in support of projects initiated within Traffic Management, other divisions of Public Works and HRM business units to ensure adherence to regulations included in Provincial legislation and HRM By-Laws, as well as proper design, application and use of various traffic controls as outlined in the Manual of Uniform Traffic Control Devices for Canada. The Senior Traffic Engineering Technologist also assumes a lead role to support the Traffic Services Supervisor by acting as a mentor and providing technical advice, guidance, and functional direction to four Traffic Analysts.

DUTIES AND RESPONSIBILITIES

  • Creates, reviews and approves traffic control regulations for signature by the Traffic Authority;
  • Mentors and provides functional direction to four Traffic Analysts through assignment of projects/tasks, reviewing work, providing technical advice/guidance/feedback and assisting with training activities;
  • Acts as primary liaison between the Traffic Services & Road Safety and Traffic Maintenance groups to coordinate and support implementation of Traffic Management’s key projects;
  • Initiates, leads and coordinates various projects related to the installation and modification of various traffic control devices and transportation system infrastructure in support of Public Works and other business unit projects/programs;
  • Assists in the planning and implementation of Traffic Management’s capital budget program by undertaking activities related to project scoping, estimating, implementation, coordination tracking and close-out;
  • Represents Traffic Management as subject matter expert on technical steering committees for various internal and external projects;
  • Assumes a lead role and represents Traffic Management on the Special Events Task Force, providing direction and input on event locations/routes, identifies requirements/conditions, prepares estimates/quotes, prepares and issues permits;
  • Acts as primary contact between Traffic Management and Development Approvals to coordinate review of traffic management plans and construction activities for subdivision projects;
  • Manages the ongoing maintenance and update of Traffic Management’s pavement marking inventory/database to ensure all new pavement markings installed are captured in the database for future re-painting;
  • Assists with the identification, creation, implementation of, and adherence to, various policies, processes, and procedures within Traffic Management.

QUALIFICATIONS

Education and Experience:

  • Diploma in Civil Engineering Technology;
  • Minimum of seven (7) years’ experience in traffic/transportation operations, preferably in a municipal government environment;
  • Registered Certified Engineering Technologist (CET) with TechNOVA (or eligible);
  • A combination of education and experience in a related field may be considered;
  • Valid NS drivers’ license (or ability to obtain).

Technical/Job Specific Knowledge and Abilities:

  • Sound knowledge of traffic operations, pedestrian safety, intersection and road safety;
  • Highly proficient in the application of traffic/transportation engineering guides including TAC Manual of Uniform Traffic Control Devices for Canada, TAC Pedestrian Crossing Control Guide, TAC Geometric Design Guide for Canadian Roads, HRM Municipal Services Systems Design Guidelines (Red Book), etc.;
  • Sound ability to read and interpret engineering drawings and plans;
  • Moderate level of knowledge of the principles of design of roadways, traffic signals and bicycle, pedestrian and transit systems;
  • Sound knowledge and understanding of the application of provincial and municipal legislation in the regulation of transportation networks. Specific knowledge of the NS Motor Vehicle Act, Halifax Regional Municipality Charter and applicable HRM By-Laws would be an asset.
  • Highly proficient in Microsoft Office Suite;
  • Working knowledge of ESRI GIS systems (ArcInfo, ArcView, ArcMap, ArcIMS).

Physical Environment: The majority of work is conducted in an office environment, however moderate field work and outside meetings can be expected. Long periods of work at a computer are common with intense visual concentration required.

SALARY: NSGEU Local 222 Level 9, $41.26 per hour
