JOB TITLE: Business Enterprise Architect Estimated duration: 17 June 2024 to 16 June 2026 Location: The resource must be available to work on-site , full time in Fredericton. At the discretion of DOH, a blend of on-site and off-site may be considered after the resource has been adequately integrated to the work. Department : Department of Health Project Name: Business Enterprise Strategist - BEA for Innovation and eHealth Requirements MANDATORY REQUIREMENTS:
  • A University degree in Computer Science or Information Technology is preferred but an equivalent combination of education and experience may be considered.
  • A minimum of fifteen (15) years of IM/IT experience.
  • A minimum of six (6) or more years of demonstrated experience as a lead Enterprise Business Strategist on medium to large complex system development or COTS implementation projects in the Digital Health space. NB: Experience in the Health Insurance space does not qualify. Medium to Large complex projects are those that: Cross multiple business units and / or organizations; Involve multiple direct project participants (i.e. more than 8); Operate for an extended period (i.e. more than 9 months); and Involves dealing with business transformation issues as well as technical issues.
  • Exceptional knowledge of, and experience with, Enterprise Master Patient Index solutions demonstrated through a minimum of 3 years of relevant experience.
  • Must be available to work in Fredericton, NB upon assignment on the start date described.
SCORED REQUIREMENTS:
  • 3+ Years of Demonstrated capability of managing/leading a team of specialists, technical analysts, developers, business analysts and testers.2 years of Experience with front-end development using React JS framework, Node JS, Next JS, Svelte, or Astro along with HTML5, CSS3, and JavaScript
  • 3+ years of Demonstrated experience in the development of Integration and Functional deliverables identified under Section 11.
  • 3+ years of Demonstrated experience in delivering enterprise managed integration services and processes, that can be applied to multiple clients/solutions.
  • 3+ years of Demonstrated experience standing up and delivering functional integrations for intra-provincial solutions, providing experience on maintainability and long-term lifecycles that extend beyond initial implementation.
  • 3+ years of Experience with interoperable Electronic Health Record solutions and the integration(s) required to support the iEHR business.
  • 5+ years of Demonstrated experience in transformational projects acting as an architect with proven capabilities mentoring technical teams.
  • Demonstrated hands on experience with Pan Canadian Standards including HL7 V2, V3 (MR2009 and CeRx) and FHIR;
  • Demonstrated experience working with Identity and Access Management Solutions, as well as OIDC Flows, is considered an asset
  • Demonstrated competency in communication skills (written and spoken) in English.
Deliverables: The successful candidate must deliver the following in order to successfully complete the engagement: The following Architecture deliverables will be the responsibility of the candidate. Consideration for managed services and cloud services will always be the preferred option. Deliverable Description Integration Requirements Integration requirements include functional and non-functional requirements needed to support the MyHealthNB solution within the context of eHealthNB and Gateway. Integration Architecture Integration Architecture is the blueprint schematic of the MyHealthNB solution and alignment of eHealthNB and Gateway. The Integration Architecture should include the proposed layout and lines of communication between the various critical and ancillary components that make up the solution. Integration Standards Integration Standards will drive industry best practice and best of breed solutions to support MyHealthNB and other Innovation and eHealth solutions. This could include but is not limited to standards for communication and integration for MyHealthNB specifically and other Innovation and eHealth solutions. MyHealthNB integration standards need to align with Gateway and eHealthNB standards. Integration Architecture Principals Guiding principles for the MyHealthNB solution will help guide the selection of incorporated packages and component specifications. Business Process Models Flow charts to model the steps of a planned business process from end to end; visually depicting a detailed sequence of business activities and information flows needed to complete a process. Enterprise Function Diagrams EFD is a used modeling technique for the representation of enterprise functions and corresponding interactions. Different business processes can be modeled in these representations through the use of "function modules" and triggers. The successful candidate will be responsible for the evolution of the above deliverables throughout the solution acquisition, planning, design, development/configuration and implementation phases of projects. The successful candidate will also be called on to support Innovation and eHealth as it relates to Digital health solutions and not be limited to the deliverables highlighted above.
