Hours of work: 35 per week
Are you a seasoned Project Manager with direct work experience managing and administering projects in the fields of Roadway Design, Storm Design, Structural or Civil Engineering? Do you possess confidence and the ability to make effective decisions on Major Capital Projects?
Do you have work experience related to Capital Transportation including design and construction and operation of Transit Infrastructure, Roads, Bridges, and associated storm infrastructure?
You will be responsible for the management of large, complex capital projects. The role requires extensive negotiation, collaboration, and communication with internal and external stakeholders, environmental agencies, and the public. The projects assigned will be for a 3–5-year duration and include Transit, culverts, bridges, traffic signals, storm infrastructure with major road construction.
What you will do in this role:
- Management and administration of various large complex capital projects that involve Transit projects including the Hurontario Light Rail Transit (HuLRT), Major Arterial Road expansions, and Bridges
- Manages the selection and procurement process and assessment of new technologies and/or methodologies
- Prepares requests for proposals including defining the scope of work and terms of reference
- Development of tender documents, awarding, and execution of contracts
- Controls project budgets, cashflows, schedules, monitoring, and reporting
- Liaises with other departments, divisions, and sections within the Region, as well as with Regional Councillors, external agencies, municipalities, and the public
- Negotiates and secures approval from the environmental agencies including CVC, TRCA, MNRF, NEC, DFO, MECP
- Negotiates project changes in scope and related extras to minimize Peel’s financial risk while maintaining the quality and schedule of the project
- Leads project teams which are also resourced with full-time on-site inspectors
- Provides budget estimates and project scheduling for recommended infrastructure requirements in the Roads Capital Budget and prepares Business Cases for additional funding requests
- Leads Value Engineering assignments when peer review is required to ensure constructability and value
- Ensures capital projects are well thought through to ensure risk is minimized to existing infrastructure
- Attend onsite meetings with Metrolinx and other Regional staff, as required, to advise on design/construction challenges
- Participates in the development of Project Management Implementation Manual (PIPM) and ensures projects are monitored and completed using this methodology
- Identifies and initiates new business requirements to improve current practices and better assess infrastructure needs
- Continues to be updated on emerging technologies and changing regulations
- Oversees the detailed design and construction of regional assets delivered through third-party projects, including project-specific processes, such as submittal review utilizing industry software platforms
- Coordinates the receipt, review, and return of comments for a significant volume of time-sensitive technical submissions
- Responsible for progressing the project work through all project phases (initiating, planning, executing, monitoring and controlling, and close-out)
What the role requires:
- Professional Engineering Designation (P.Eng.) or CET plus a minimum 7 years of directly related experience
- Knowledge and experience in areas of Roadway Design, Environmental Assessments for transit projects and other supporting studies, Structural and Civil Engineering related to the design and construction of Transit facilities, Roads, Bridges, and associated storm infrastructure
- Knowledge of road design practices and standards, related codes, regulations, safety acts, tendering/contract process, value engineering, and contract administration
- Demonstrated experience in the design and delivery of rapid transit projects
- Combination of education and experience may be considered
Skills/Abilities:
- Strong negotiating, planning, scheduling, and project management skills to coordinate multiple budgets, vendors, and contractors to get the work done smoothly, on time, and on budget
- Excellent communication (verbal and written) skills along with strong public relations skills
- Ability to work independently and make effective decisions
- Ability to provide mentoring to junior staff and evaluate vendor performance
- Strong organizational and effective time management skills
- Financial expertise to prepare cost estimates, cashflows, and to control budgets and expenditures for capital works projects

Work Mode & Job Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton ON worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.
