Description

The Executive Director provides leadership and oversight to the Moncton Small Blessings Early Childhood Development Centre. The incumbent provides vision and direction for all business and program ministry matters to strengthen the integrity of mission, stewardship, and ensure a physically safe and emotionally supportive environment that meets the needs of children in all aspects of their development. Focus areas include programming, operations and standards, government funding, community outreach, finance, property, and human relations to enhance the quality, accountability, and relevance of Small Blessings Early Childhood Development Centre and The Salvation Army's mission in the community.

The Executive Director works cooperatively with the leadership of Moncton Corps to ensure integration of ministries and consideration of shared space and resources, and partners with expert business support available through Divisional (DHQ) and Territorial headquarters (THQ) to ensure Territorial standards and resources are aligned in service to advance the mission.

KEY RESPONSIBILITIES:

Strategic Program Planning and Service Delivery:

  • Lead the development of the Small Blessings Early Childhood Development Centre Strategic Plan ensuring alignment to Territorial strategic priorities and securing the necessary buy-in and approval of the THQ Social Mission Department.
  • Develop long-term strategic initiatives and action plans including asset assessment, asset deployment, resource requirements, and training plans that provide service excellence and reflect community alignment, best practice, financial viability, and sustainability; provide reports to the THQ Social Mission Department as required.
  • Ensure The Salvation Army's mission, vision, values, and service philosophy are articulated and pervasive within the culture of Small Blessings Early Childhood Development Centre.
  • Ensure a spiritual dynamic to all programming and services, including spiritual development.
  • Initiate, maintain, and promote positive working relationships/partnerships and communications with funders, community stakeholders, government, and collaborative agencies; represent The Salvation Army at decision-making tables in the sector.
  • Oversee all program operations and develop proposals to identify and pursue opportunities to enhance program delivery and create new services as needed by seeking new government funding sources in consultation with Divisional and Territorial headquarters.
  • Oversee, direct, and approve the curriculum of Small Blessings Early Childhood Development Centre ensuring programs promote social interaction and healthy child development, reflect diversity, culture, and abilities, and are in alignment with regulations and requirements in New Brunswick.
  • Market and recruit participants, conduct intake interviews, and orientate new children and families to the Centre; provide ongoing feedback to families regarding child development and behaviour.
  • Provide direction regarding tasks, activities, and routines and oversee assignments, coverage, and scheduling ensuring compliance with legislation and regulations.

People Management and Human Relations:

  • Grow, develop, and coach the senior management team to meet the needs of children and families, increase organizational effectiveness and continuous quality improvement related to programs and services, thus inspiring these leaders to do the same for their direct reports.
  • Lead, in partnership with HR and direct reports, the enhancement of the employee and volunteer experience to promote mission growth, staff engagement and retention - including intentional hiring, orienting, training, evaluating, rewarding, disciplining, and terminating with care to build a work environment of trust and outcomes aligned to Territorial standards.
  • Ensure effective human relations practices are in place in consultation with HR Partners (Field HR Director and Divisional/Territorial HR), including that children and families are treated with dignity and that any concerns with abuse are handled following The Salvation Army's territorial abuse policy and in accordance with child protection legislation.
  • Build innovative partnerships and collaborative ways of working to support the cross-fertilization of information, knowledge, and skills across departments and Ministry Units.
  • Support an on-going succession plan; monitor effectiveness of plans, ensuring that staff receive the necessary coaching, training, and other related opportunities and supports to promote career advancement.
  • Ensure compliance with all legal and workplace policies and practices, including reporting, acting on incident reports and dealing constructively with complaints.

Financial Management and Administration:

  • Establish, maintain, and adhere to the budget for Small Blessings Early Childhood Development Centre in compliance with operating and administrative guidelines.
  • Liaise with THQ to negotiate contracts and renewals with funding bodies.
  • Analyze statistical and financial reports for the purposes of strategic planning, funding negotiations, and reports to the THQ Social Mission Department.
  • Provide direction, advice, and guidance to the management team on business and program matters to ensure program excellence through program and outcome evaluation, external consultation, continuous quality improvement and standards of ethical practice.
  • Establish and maintain Community Boards/Councils, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.
  • Oversee or directly manage the inventory for Small Blessings Early Childhood Development Centre.
  • Ensure all areas of the property used by Small Blessings Early Childhood Development Centre are inspected, maintained, and in compliance with licensing standards including buildings, grounds, equipment, furnishings, and assessing capital needs.
  • Prepare and provide billing statements for families.
  • Identify, evaluate, and plan for resources in response to the changing needs of Small Blessings Early Childhood Development Centre.

Governance - Policies, Procedures and Best Practices:

  • Ensure compliance with Territorial standards and best practices, policies, and legal requirements, reflecting the economic, service, business, and mission environment of The Salvation Army.
  • Ensure that all policies, procedures, and protocols are up to date and meet all compliance requirements; review policies, procedures and management files annually and as needed.
  • Ensure Small Blessings Early Childhood Development Centre is prepared for accreditation, licensing, audits, etc. and that ministry unit staff are trained in and compliant with best practices, policies, procedures, and standards.
  • Report significant risk management occurrences to THQ Social Mission Department, HR, and insurance, where applicable.
  • Ensure the establishment and maintenance of procedures to achieve compliance in all aspects relating to The Salvation Army's policies, procedures, and all applicable federal and provincial legislation and regulations.
  • Ensure that information about children, families, staff, visitors, and volunteers is accurate, complete, and kept confidential.

Health and Safety:

  • Identify and implement effective practices for risk management to ensure workplace safety for children, families, visitors, volunteers, and staff, minimizing liability and enhancing/upholding the reputation of The Salvation Army.
  • Understand and work in compliance with the New Brunswick Health and Safety Act and Regulations and abide by The Salvation Army's health and safety policies and procedures.
  • Ensure that the equipment, materials, and protective devices as prescribed and regulated (OHSA) are provided and maintained in good condition.
  • Ensure that proper procedures are followed in the event of a workplace injury or illness and that incident investigations are conducted in a timely and responsive manner.
  • Ensure that the measures and procedures prescribed are carried out in the workplace and that every reasonable precaution is taken for the protection of staff, children, families, and the workplace.
  • Monitor food safety, medication storage and disbursing, allergies, facility cleanliness and maintenance.

CRITICAL RELATIONSHIP MANAGEMENT

    • Moncton Corps Ministry Leaders
    • THQ Social Mission Department - Social Mission Regional Director, Social Mission Consultants, Social Mission Business Committee
    • Human Relations Director, HRBP, or designate
    • Peers leading similar Social Mission Ministry Units across the Territory
    • Management team, all staff, children, and families

External relationships:

    • Community Partners, Funders, Government leaders and coalitions
    • Promotes TSA through positive professional presence and high caliber leadership with the public and collaborative agencies.

MANAGERIAL/Technical Leadership RESPONSIBILITY :

  • Reports directly to: Social Mission Regional Director
  • Responsible for 30+ employees (management, full-time and part-time staff, and casual relief staff)
    • Direct reports for this position: up to 6 employees
    • Indirect reports for this position: 25-30 employees

FINANCIAL AND MATERIALS MANAGEMENT:

  • Minor material responsibility.
  • Actively participate in the preparation of annual budgets or revenue projections for Small Blessings Early Childhood Development Centre through consultation and review with the management team; monitors departmental expenditures and may liaise with auditors or funding officials.
  • Has input to new policies and procedures pertaining to the management of financial resources and is responsible for consultation on management and monitoring of multi-department or organizational budgets or revenue projections.
  • Authorizes and monitors all financial transactions.
  • Responsible for annual budget of $2,000,000.

WORKING CONDITIONS:

  • Work environment is typically in the office. The incumbent works in generally agreeable conditions such as those found inside offices or equivalent work areas.
  • Some local travel is required, and no overtime is associated with this position.
  • Required to carry a cell phone provided by the employer.
  • Ability to lift/move up to 20 pounds as required (e.g., a child if required).
  • May be faced with dealing with aggressive and/or disruptive clients.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education, Qualifications and Certifications

  • Requires completion of an undergraduate University degree, preferably in Early Childhood Education, Social Services or Business.
  • One-year Early Childhood Education certificate required.
  • Courses/training in business administration, accounting, human resources management, and risk management. Degree, diploma, or certificate preferred.
  • Valid First Aid certificate and valid CPR certificate or willingness to obtain it within the first 6 months of employment.
  • Non-violent Crisis Intervention and Prevention certification.
  • WHMIS Training.

NOTE: A different combination of education and experience might be considered.

Experience and Skilled Knowledge Requirements

  • Minimum of 5 years of previous experience in a senior executive level position in a childcare environment with responsibility for program management, financial management, human resources management, and risk management.
  • Thorough knowledge and understanding of the New Brunswick Early Childhood Services Act and Licensing Regulation and the New Brunswick Curriculum Framework for Early Learning and Childcare.
  • Demonstrated knowledge of relevant federal and provincial legislation including the New Brunswick Human Rights Act, Employment Standards Act of New Brunswick, New Brunswick Occupational Health and Safety Act and Regulations, and New Brunswick Department of Health Standards.
PREFERRED SKILLS/CAPABILITIES:
  • Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening.
  • Must have valid New Brunswick Drivers' License with access to a personal vehicle and proof of insurance and clean Drivers' Abstract.
  • Planning: proficiency in strategic planning, program development, and evaluation.
  • Negotiation: successful track record of funding application/negotiation, program administration financial development; ability to build long-term contracts, arrangements, and relationships.
  • Operational/Service Management: sets clear standards and practices to deliver quality care and service in accordance with accreditation process, intended ministry outcomes, and resources; monitors and builds an ongoing continuous improvement and learning environment; builds and leverages collaborative networks in service to the mission; able to investigate, analyze, and initiate corrective action to resolve problems, issues, and conflict.
  • Communication: excellent communication skills (verbal/written); able to relate easily to a diverse team of staff, children, and families; communicates with integrity, authenticity, and transparency to inspire confidence and optimism; maintains trust, boundaries, and confidentiality; strong skills in MSOffice 365 (Outlook, Excel, TEAMS, Word, PowerPoint) to prepare/present information with impact to influence others.
  • Managerial leadership: Leads with effective change management, organizational development, and staff engagement principles to promote excellence and strong teams; sound management skills including setting direction, managing performance, assessing capability; proven ability to establish and maintain productive relationships with community-based organizations.
  • Financial management : Proven experience in developing proactive working relationships with government funder(s), and other funding opportunities; strong financial acumen in analyzing and reporting on business/financial health and risks; excellent analytical and mathematical skills.
  • Personal Capabilities: Ability to multi-task within a high-pressure environment; known for integrity as well as political acumen; demonstrates a creative mindset and belief in ongoing learning and development; ability to work within the mandate of The Salvation Army's Mission, Vision, and Values, exemplifying highly ethical standards of conduct; knowledge, understanding, and a commitment to equity, diversity, and inclusion.
