Job Purpose:

The Opportunity

Reporting to the Vice President of Growth, the Program Director is responsible for successfully implementing the NATO Defence Innovation Accelerator for the North Atlantic (DIANA) curriculum at COVE. The Program Director will lead program managers and other key staff in implementing the tools, resources, and networks to successfully deliver the accelerator program and to support the greater COVE efforts in dual-use innovation. With strong project management skills and the ability to communicate effectively and work collaboratively, the NATO DIANA Program Director will play a crucial role in driving project success and delivery.

What you will be doing: Core Responsibilities:

  • Represent COVE to NATO DIANA and the other NATO-designated accelerator sites to establish avenues of communication and ensure quality control of program delivery.
  • Own oversight of and resources for the implementation of the NATO DIANA program and the delivery of dual-use curriculum elements.
  • Support and manage the development and collection of key performance metrics to measure success and implement adaptations for future iterations.
  • Advise and participate in the successful execution of other dual-use accelerator programs as required at COVE.
  • Attract, recruit and onboard experts, evaluators, mentors, and lecturers through strategic networking.
  • Attend, support, and represent COVE at local ecosystem events.
  • Manage the program delivery team for the Halifax-based NATO DIANA accelerator site.
  • Adhere to COVE’s human resource policies and procedures.
  • Other duties as assigned.
  • Travel will be required both nationally and internationally.

What you will bring: Qualifications:

  • Bachelor's degree in engineering, computer science, or equivalent experience.
  • 10 years relevant experience with at least seven or more years experience in program management or operations.
  • Knowledge of the Canadian defense ecosystem & acquisition practices.
  • Record of strong business skills, leadership, people management, strategic thinking, and sound judgment.
  • Experience in accelerator operations, recruitment, and supporting small businesses.
  • Strong organizational and time management skills, with the ability to manage multiple projects simultaneously.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Ability to work autonomously or in collaborative team environment.
  • Proficiency in using Microsoft Office Suite, including advanced skills in Excel, Word, and PowerPoint.
  • Familiarity with project planning, budgeting, and resource allocation.
  • Ability to proactively identify and mitigate risks.
  • Excellent presentation and facilitation skills.

Assets:

  • Previous accelerator management experience.
  • Knowledge of the dual use innovation ecosystem.
  • Project Management Professional (PMP) certification.
