Why is this role important?
The Senior Analyst plays a key role in organizing and leveraging the pan-Canadian data CIHI holds. This involves data management, developing and maintaining data and information standards (e.g., methodologies, indicators, and statistics), preparing relevant documentation, providing client support, assessing data quality, producing statistics, fulfilling custom data requests, conducting analysis and contributing to analytical reports. Participates in department/branch projects and initiatives, as well as other meetings and special projects as required. You will be a part of the Population Health team that provides health systems with data and information to advance equity in healthcare across the continuum of care.

** This posting may be used to fill multiple Senior Analyst contract positions, across functions within the branch.

What you'll do
1. Develops and produces analytical products. This includes identifying data sources, supporting the development of appropriate methodologies, and conducting analysis on a broad range of data types (e.g., administrative and survey data, qualitative data).

2. Develops and delivers stakeholder engagement materials (e.g., presentations), including identifying relevant discussion topics and questions, as well as methods for collecting feedback (e.g., surveys, interviews).

3. Interprets and writes analytical results for reports, prepares figures (e.g., tables, graphs, infographics), presentations, briefing notes, and other formats as required.

4. Works within CIHI’s quality assurance guidelines and contributes to producing high quality and comprehensive documentation.

5. Identifies credible and objective evidence, data resources and analytic requirements for scoping new projects. Critically assesses published literature and consults with internal and external stakeholders to determine relevance and feasibility.

6. Delivers presentations and represents Population Health-CIHI internally and externally as required (e.g. workshops, meetings, conferences, committees).

7. Participates in internal and external projects and activities as required.

8. Provides mentoring and training to analysts and Population Health staff.

9. Maintains up-to-date knowledge of health priorities and data sources, including analyses, indicators, data standards, methodologies, and emerging issues related to population health, health equity and health system performance.

What you'll bring to the table
• Undergraduate degree in population health, epidemiology, public health, health studies, community health, bioinformatics, health economics or related field. Graduate degree an asset.

• Three to five years of experience working in a health organization (e.g. federal, provincial, or territorial government, health region, hospital, community health centre, quality council, research institute, public health unit) that actively uses health data and information to measure, monitor, and improve health and health care.

• Experience with the Canadian health system, health system performance indicators, health inequalities measurement, health equity, the determinants of health, and the use of health system information for planning, management, and improvement purposes.

• Strong conceptual, analytical, and problem-solving skills and the ability to conceptualize research questions and develop analysis plans.

• Experience manipulating and analyzing large data sets is a requirement. Familiarity with CIHI databases (e.g. DAD, NACRS, NPDUIS, MIS Costing) and Statistics Canada data (e.g., CCHS) holdings is an asset.

• Experience conducting analyses using statistical software in R is a requirement. Experience with SAS or Python is an asset.

• Substantive experience engaging with stakeholders and advisors through project ideation, development, production, and knowledge translation.

• Knowledge of quantitative, qualitative, and mixed research methods.

• Strong written communication skills with experience interpreting and writing results of analysis and synthesizing research and technical information (e.g. statistical and descriptive reports).

• Excellent verbal communication and presentation skills.

• Strong project coordination skills and experience with mentoring and leading others.

• Advanced experience working with MS Excel, Word, and PowerPoint.

• Experience with reference management software.

• Ability to work effectively both autonomously and collaboratively as a part of a team within a matrix environment.

• Fluency in both official languages is an asset.

Pourquoi ce rôle est-il important ?
L’analyste principal joue un rôle clé dans l’organisation et l’exploitation des données pancanadiennes que détient l’ICIS, ce qui comprend la gestion des données, l’élaboration et la tenue à jour des normes de données et d’information (p. ex. méthodologies, indicateurs, statistiques), la préparation de documents pertinents, le soutien à la clientèle, l’évaluation de la qualité des données, la production de statistiques, le traitement des demandes de données personnalisées, la réalisation d’analyses et la participation à l’élaboration de rapports analytiques. De plus, il participe aux projets et initiatives de la Division/Direction, ainsi qu’à d’autres réunions et projets spéciaux, au besoin. L’analyste principal fait partie de l’équipe de la Santé de la population, qui fournit aux systèmes de santé des données et informations qui contribuent à l’équité dans tout le continuum de soins.

La présente peut servir à pourvoir de multiples postes contractuels au sein sur la main-d’œuvre.

Quelles seront vos responsabilités ?
1. Élaborer des produits analytiques en déterminant les sources de données, en contribuant à la création de méthodologies appropriées et en effectuant des analyses portant sur de nombreux types de données (administratives, qualitatives, d’enquête, etc.).

2. Concevoir et diffuser la documentation relative à l’engagement des intervenants (p. ex. présentations) en déterminant les questions et les sujets de discussion pertinents ainsi que les méthodes servant à recueillir les commentaires (p. ex. sondages, entrevues).

3. Interpréter et rédiger les résultats d’analyse qui serviront aux rapports. Préparer des figures (p. ex. tableaux, graphiques et infographies), des présentations, des notes d’information et d’autres types de documents, au besoin.

4. Suivre les lignes directrices de l’ICIS relatives à l’assurance de la qualité et participer à la préparation de documents exhaustifs de qualité supérieure.

5. Déterminer les éléments probants objectifs et crédibles, les ressources en données et les exigences analytiques nécessaires à l’orientation des nouveaux projets. Évaluer de façon critique la littérature publiée et consulter les intervenants internes et externes pour déterminer la pertinence et la faisabilité des projets.

6. Donner des présentations et représenter la division Santé de la population et l’ICIS à l’interne et à l’externe, au besoin (p. ex. ateliers, réunions, conférences et comités).

7. Participer à des projets et activités à l’interne et à l’externe, au besoin.

8. Offrir mentorat et formation aux analystes et aux autres membres du personnel de la division Santé de la population.

9. Rester au fait des priorités en santé et des sources de données, ce qui comprend les analyses, les indicateurs, les normes de données, les méthodologies et les questions émergentes liées à la santé de la population, à l’équité en santé et à la performance des systèmes de santé

Que mettriez-vous à profit ?
• Diplôme universitaire de premier cycle en santé de la population, épidémiologie, santé publique, sciences de la santé, santé communautaire, bio-informatique, économie de la santé ou dans un domaine connexe. Diplôme d’études supérieures, un atout.

• 3 à 5 ans d’expérience de travail dans un organisme de santé (p. ex. gouvernement fédéral, provincial ou territorial, région sanitaire, hôpital, centre de santé communautaire, conseil de la qualité, institut de recherche, unité de santé publique) s’appuyant sur les données et l’information pour mesurer, surveiller et améliorer la santé et les soins de santé.

• Expérience des systèmes de santé canadiens, des indicateurs de la performance des systèmes de santé, de la mesure des inégalités et de l’équité en santé, des déterminants de la santé et de l’utilisation de l’information sur les systèmes de santé aux fins de planification, de gestion et d’optimisation.

• Excellentes aptitudes pour la conceptualisation, l’analyse et la résolution de problèmes, et capacité de conceptualiser des questions de recherche et d’élaborer des plans d’analyse.

• Expérience de la manipulation et de l’analyse de fichiers de données d’envergure. Connaissance des bases de données de l’ICIS (p. ex. BDCP, SNISA, SNIUMP, SIG et Établissement des coûts) et des banques de données de Statistique Canada (p. ex. ESCC), un atout.

• Expérience de la production d’analyses à l’aide du logiciel statistique R. Expérience de l’utilisation de SAS ou de Python, un atout.

• Expérience éprouvée de la consultation d’intervenants et de conseillers dans le cadre de l’idéation, de l’élaboration et de la mise en œuvre des projets et du transfert des connaissances.

• Connaissance des méthodes de recherche quantitative, qualitative et mixte.

• Excellentes aptitudes pour la communication écrite, et expérience de l’interprétation et de la rédaction de résultats d’analyses, ainsi que de la synthèse de recherches et d’information technique (p. ex. rapports statistiques et descriptifs).

• Excellentes aptitudes pour la communication verbale et les présentations.

• Excellentes aptitudes pour la coordination de projets et expérience de mentorat et de leadership envers ses pairs.

• Expérience éprouvée des logiciels Excel, Word et PowerPoint.

• Expérience de l’utilisation de logiciels de gestion de références bibliographiques.

• Capacité de travailler efficacement autant de façon autonome qu’au sein d’une équipe dans une organisation matricielle.

• Maîtrise de l’anglais essentielle; maîtrise du français, un atout.
